- DRAFT PWS Title II Data Collection The United States Department of Education (ED) is issuing this public announcement for the Office of Post-Secondary Education's Title II Data Collection requirement to interested parties who are both small businesses in the stated NAICS code and GSA schedule holders. Responses received from this sources sought notice will not be formally evaluated, but will be used for market research purposes to develop a final acquisition strategy. The Government (or ED) will not reimburse respondents for any cost associated with submission of the information being requested by this notice. Responses to this announcement will not be returned, nor will there be any ensuing discussions or debriefings on any responses. ED will properly dispose of all proprietary information received. Background: There is an ongoing need for continued implementation of the Office of Post-Secondary Education's (OPE) Title II Data Collection from Institutions of Higher Learning. The services required include data collection from institutions of higher learning nationwide and the preparation of a Congressionally mandated report. Specific support required includes: • Collecting and analyzing Title II data from states and jurisdictions, IHEs with teacher preparation programs and non-IHE-based programs; • Developing and maintaining the existing database on the quality of U.S. teacher preparation and requirements of states' initial teacher certification and licensure; • Updating and supporting the existing website's presentation of Title II data, reports and associated documentation and resources, such as the User Manual and other guidance; • Providing a variety of information on the nation's teacher preparation programs and states' requirements for initial teacher certification or licensure and assessment; and • Preparing the Secretary's annual report to Congress and the public on the quality of U.S. teacher preparation and requirements of states' initial teacher certification and licensure. Contract Type: A Firm-Fixed Price or Hybrid type contract is anticipated for this award. Period of Performance: The contract Period of Performance will be for one twelve-month base year, with four twelve-month options possible, for a total anticipated contract duration of five years. Response Package: The response package shall consist of a capability statement that clearly demonstrates your company's ability to perform all tasks of the Title II Data Collection requirement, as outlined above and in the attached Performance Work Statement (PWS). You capability statement document shall not exceed seven, double-spaced pages, inclusive of graphics and charts. Your submission shall include the following information: 1) Contractor name and address; 2) GSA Schedule number; 3) Point of contact information, including names, phone numbers, and email addresses 4) Size standards in applicable NAICS code and small business type and certifications; 5) DUNS number; 6) Suggested contract type; 7) Comments on draft PWS; and 8) Relevant Experience: This section must include three examples of experience relevant to this procurement that contain the following information: a. Title and contract number of project; b. Name and address of agency; c. Period of performance; d. A statement on whether your company was the prime contractor or subcontractor; e. An agency point of contact knowledgeable of your company's performance, including name, title, telephone number, and email address; and f. Brief description of the work preformed. Documents must be in Microsoft Word format.
