Description
NASA/GSFC has a requirement for the following:01)Qty: 1, Description: New Hot Zone for PFMR 24/36 Vacuum Furnace 02)Qty: 1, Description: Replacement of(1) Moly Hearth Runner03)Qty: 1, Description: Installation of Hot Zone, Runner04)Qty: 1, Description: Travel Costs associated with the installation of Hot Zone, RunnerNASA/GSFC intends to purchase the items from TM Vacuum Products, Inc. pursuant to FAR13.106 for the acquisition of supplies or services determined to be reasonably availablefrom only one source. The original equipment manufacturer (TM Vacuum Products) is theonly source that can service the equipment due to proprietary information regardingreplacement parts, control parameters and procedures. It is our understanding that noother vendors have the ability to manufacture the hot zone because the design andengineering drawings for the hot zone are owned and copyrighted by TM Vacuum Productsexclusively. There are no known vendors other than TM Vacuum Products capable ofservicing TM Vacuum Products equipment. Other original equipment manufacturers will onlyservice their own equipment and do not have the proprietary knowledge or engineeringdrawings necessary to manufacture and service equipment made by another manufacturer. The Government intends to acquire a commercial item using FAR Part 12. The synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to GENIA BURTON-PENDERGAST at Rogenia.M.Burton-Penderga@nasa.gov or byfax to 301-286-1720 (email preferred), not later than 4:30 p.m. Eastern Standard Time onDecember 23, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
