Description
This is a Pre-solicitation Notice only; no proposals are being requested at this time. Furthermore, no draft Request for Proposal (RFP) or Statement of Work (SOW) will be available prior to release of the solicitation. The Marine Corps Systems Command (MCSC),Program Manager (PM) Optics, Quantico, VA intends to solicit a hybrid Cost-Plus-Fixed-Fee (CPFF), Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Contract (MAC), based on full and open competition. The award will provide systems engineering, research and development and management support services to the Family of Optical Systems (FOS) team for Image Fusion technology development (both Analog and Digital). Image Fusion is intended to provide Marines the best attributes of enhanced vision system technology to conduct infantry combat tasks, including target acquisition, identification, and engagement, in addition to conducting mobility and critical manual tasks during limited or zero visibility conditions. Effort shall be focused on determining appropriate enhanced vision imaging sensors and suitable presentation and human interface methods. Solutions shall address aspects of all relevant operating environments and may include enhancement of capability under relatively benign conditions, such as clear daylight. PM Optics intends to evaluate these concepts via combat scenarios in realistic, simulated, operational environments to include live-fire range events after contract award. Promising concepts may be utilized to develop draft specifications for future optics capabilities. Contract award will be based on best-value to the Government. Source Selection Evaluations will be conducted in accordance with FAR Part 15, Contracting by Negotiations, and will be set forth in the RFP. The solicitation will require the submission of two proposals to be evaluated; one proposal for the IDIQ contract and one proposal for Task Order 1. (The government may award multiple IDIQ contracts but may only award one vendor to execute Task Order 1.) Task Order 1 proposals will only be evaluated for those vendors who are selected to receive an IDIQ award. Deliverables for subsequently issued tasks may be in the form of reports for trade studies and technology analysis based tasks or field usable prototypes for technology development tasks. It is anticipated that RFP No. M67854-11-R-1001 will be issued on or around December 28, 2010 and will be posted on the internet at the Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil, and the Federal Business Opportunities at: http://www.fedbizopps.gov. Prospective offerors are responsible for downloading the RFP and all attachments, if applicable. It is the responsibility of the offeror to monitor the release of the solicitation and any amendments. The North American Industry Classification System (NAICS) Code for this requirement is 333314. DFARS 252.204-7004; Required Central Contract Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense CCR database and completed the necessary representations and certifications for the NAICS code provided above within the Online Representations and Certifications Applications (ORCA) prior to award.
