- NASA/GSFC has a requirement for THE OPERATION AND MAINTENANCE OF THE POKER FLATSRESEARCH RANGE.The Contractor will be required to provide for operation, maintenance, and improvement ofthe rocket range's facilities, and support for auroral research sounding rocket missionsincluding operation of ground based scientific instrumentation. The contract will be fora seven(7) year period beginning April 1, 2011. NASA/GSFC intends to purchase these services from The University of Alaska, GeophysicalInstitute in Fairbanks, AK 99775-0800. The Poker Flat Research Range is the onlypermanently established northern latitude sounding rocket launch range in the UnitedStates. By virtue of this location, this is the only site from which auroral researchcan reasonably be conducted. The University of Alaska owns the land upon which thelaunch facilities are located, and the University has exclusive rights to the use ofdesignated airspace, downrange impact areas, and other land associated with the range. The University also has unique experience, knowledge, and skills to perform the launch,recovery, and auroral research services required by the procurement.A RFP for these services will be issued on or about December 23, 2010.A contract willbe awarded on or about March 1, 2011. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 12/23/2010.Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
