Description
The Naval Air Systems Command (NAVAIR) intends to award a delivery order to Orbital Sciences Corporation, Chandler, AZ for the procurement of Augmented Flight Termination System (AFTS) Mission Specific Equipment (MSE) Kits for the GQM-163A Target with the Heritage Front End Subsystem and the Orbital Front End Subsystem. This contract includes non-recurring engineering for the Augmented Flight Termination System for the GQM-163A Target with the Orbital Front End Subsystem. The GQM-163A is a surface launched aerial target system that emulates the anti-ship cruise missile in support of weapons system test and evaluation. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Orbital Sciences Corporation is the sole designer, developer, and manufacturer of the Supersonic Sea Skimming Target (SSST) and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
