- Description
- The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD intends to issue a contract modification to Lockheed Martin Services, Inc. (LM), Greenville, SC, to extend support Contract Line Item Numbers (CLIN) for continued work on the P-3 Sustainment, Modification, and Installation Program (SMIP), on an other than full and open competition basis. This action will allow for continued P-3 airframe sustainment work to include, modification and maintenance efforts and necessary supporting tasks (e.g. government material management, hangar occupancy, contractor travel, tooling support, daily aircraft support, over and above efforts, data items, etc.) through December 2012. The airframe sustainment work described herein entails efforts required to support aircraft and wing-sets currently inducted and in-work at the LM facility. The proposed contract action is for support work for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The aircraft and wing-sets subject to this contract modification are currently inducted and in-work at the LM facility and therefore LM is the only practical contractor to continue work and meet the Government's requirements on a timely basis and thus avoid unacceptable delays. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
