Description
The project is the complete installation of 2-10 FT Inside Diameter (ID) steel pipes under the Grand Prairie Area Demonstration Project. This project will consist of a base bid and an option. The Base Bid for this project consists of furnishing all plant, labor and materials and equipment to install dual 10ft ID steel pipes from pipeline station 59+00 to station 95+00, including all earthwork as shown on the drawings, installation of manways, fiberglass access to manways and hatches for access into the pipes, installation of impressed current cathodic protection system including protective bollards at the test stations and two pole mounted rectifiers at pipeline stations 60+00 and 95+67. The rectifiers shall be fed from overhead power located along Webb Lake Road. The contractor shall be responsible for coordinating with all the applicable utility providers. Install bollards at the telephone junction box located at Webb Lake Road, install access gate located at pipeline station 82+50, construct the parking lot at pipeline station 92+64.50, and the access road from pipeline station 59+00 to the intersection with Webb Lake Road to include the access road tie-in to Webb Lake Road, including all road side drainage and structures running under and along the access road and the access road tie-in to Webb Lake Road, along with all geotextile, filter stone and riprap necessary for the work area covered under this base bid. Testing of the cathodic protection system is required. All disturbed areas within the right-of-way shall be seeded. The Option for this project consists of furnishing all plant, labor and materials and equipment to install dual 10 FT ID steel pipes from pipeline station 22+00 to station 59+00, including all earthwork as shown on the drawings, installation of manways, fiberglass access to manways and hatches for access into the pipes, installation of impressed current cathodic protection system including protective bollards at the test stations. The rectifier will be located at pipeline station 60+00 installed under the Base Bid. Construct the access road from pipeline station 22+00 and station 59+00, including all road side drainage for the work area covered under this option. Install the fiber optic system between pipeline stations 22+00 and 95+00, to include the installation of stainless steel optical cabinets located at pipeline station 22+00 and pipeline station 95+00, including splice enclosures, slack cable coils, reinforced concrete slab and the running of cable between the cabinets. Testing of the cathodic protection system is required. Testing of the fiber optic system is required. All disturbed areas within the right-of-way shall be seeded. This project is located at the White River near DeValls Bluff, Prairie County, Arkansas. The estimated price range for this acquisition is more than $10,000,000. The North American Industry Classification System (NAICS) code is 237990 with a small business size standard of $33.5 million. This solicitation will be issued as an Invitation for Bids (IFB) and will be 100% set aside for small business concerns. The solicitation with drawings will be issued on or about 7 January 2011.
