- Description
- The national Nuclear Security Administration (NNSA), Office of Secure Transportation (OST) has a requirement for Flight Instrument Displays, avionics and communications upgrade of up to three Boeing 737-400 Classic aircraft equipped with original Electronic Flight Instrument System (EFIS) cockpits. The modifications required by this solicitation are for the upgrade of the primary flight displays, navigation displays, engine and fuel instrument displays, avionics, and communications systems. The baseline aircraft used for the development of this proposal should be a Boeing factory-produced 737-400 original EFIS (Cathode Ray Tube displays) aircraft equipped to Part 121/25 CONUS standards. The intent is to upgrade of one (or more) Boeing 737-400 Classic aircraft from the original Electronic Flight Instrument System (EFIS) Cathode Ray Tube display to an integrated flat panel display system similar to the Next Generatation (NG) 737 cockpit. The Contractor shall design, obtain FAA approval, and install the upgraded avionics system into a government-owned aircraft. The primary objective of the flat panel displays is to integrate a Nex Gen type solution for B737-400 that eliminates legacy avionics, leverages Commercial-off-the-Shelf (COTS) technology, and provides a baseline design to allow for future upgrades. Additionally, this effort should account for the current Communication, Navigation, Surveillance and Air Traffic Management (CNS/ATM) mandates, and in turn, account for technology available to meet these mandates. The Government may allow use of a Government owened aircraft for use in the approvals process for the STC. The requirement is set-a-side for small business.
