Description
An Indefinite Delivery Architect Engineer (A-E) Contract for professional scheduling services, procured in accordance with PL 9 2-582 (Brooks A-E Act) and FAR Part 36, as required for various projects within the boundaries of or assigned to the Norfolk District or North Atlantic Division, US Army Corps of Engineers. The possibility exists that work may also be performed for other Districts within the jurisdiction of the Corps of Engineers. The Government, at its discretion, may award more than one Indefinite Delivery Contract under this announcement. Each contract will have a base period of one year from the date of award with options to extend for up to four additional one-year periods. No contract will exceed a term of five years and a maximum of $6,000,000 over a five-year period. Work will be assigned by issuing task orders. T HIS IS AN UNRESTRICTED PROCUREMENT. The North American Industrial Classification Code (NAICS) for this procurement is 541330, which has a size standard of $4,500,000.00. To be eligible for a contract award, a firm must be registered in the DoD (DFARS 236.602-1(a)(6)(A)) Central Contractor Registration (CCR). Register via the CCR internet site at http://www.ccr.gov/. •1. PROJECT SPECIFIC INFORMATION Projects may consist of advanced cost, resource, and scheduling analyses from qualified professional staff for horizontal and vertical military projects including dormitories, headquarters, offices, dining facilities, general instructional facilities, military entrance processing stations, and other supporting structures for the Army and Air Force installations and for military projects within the North Atlantic Division mission boundaries or at CONUS Installations where Norfolk District is providing support as a Center of Standardization. T he expected engineering services shall consist of dynamic construction simulations with integrate cost, schedule, and resource allocations, from initial programming phases through actual construction phase schedule analysis support. Cost, schedule, and resource estimates must address complex variables including local trades, local labor rates, productivity of local labor pool, access to construction sites, construction site management of requirements schedules and local availability of materials shall not rely on historical data or rules of thumb. Cost estimates and associated project schedules shall be integrated with each other for each modeling scenario; and assessments of multiple construction scenarios with definitive and reusable baselines which are related to future construction requirements on military installations. 2. SELECTION CRITERIA: The specific selection criteria (a through d are primary and e through f are secondary) in descending order of importance are as follows and must be documented with resumes in the SF 330: •a. Specialized Experience and technical competence in the expected activities identified above to include •× experience in cost, resource allocation, and scheduling methods on projects including design/build projects, projects utilizing Sustainable Design (with LEED Certification and experience in energy and water conservation and efficiency; •× use of recovered and recycled materials; •× construction waste stream reduction, and employing the SPiiRT and/or LEED evaluation and certification methods); •× anti-terrorism and force protection measures; •× construction cost estimating using M-CACES; and •× on-site construction support consisting of monthly construction project progress schedule analyses, construction modification cost and schedule support, and recovery/claims schedule and cost support. •× Only resumes identifying the professionalism and specialized experience of key members of the design team are necessary. Other available personnel may be specified in paragraph H in the SF 330. In addition, the following must be addressed in paragraph H of the SF 330: a brief Quality Management Plan including •× an explanation of the firm's management approach; •× team organization, management of subcontractors (if applicable); •× quality control procedures (for cost estimates, resource estimates, and schedule analyses and electronic documents); •× procedures to ensure that internal resources are not over-committed; and •× an organizational chart showing the inter-relationship of various team components (including subcontractors). The evaluation will also consider prior relationships of the prime firm and any of their significant consultants on similar projects. Clearly indicate the primary office where the work will be done and the staffing at this office. In Block H also indicate the estimated percentages involvement of each firm on the proposed team. •b. Professional Qualifications: Two project team member resumes in each of the following fields: architecture, civil, structural (independent of civil), mechanical, electrical, cost engineer and fire protection engineer with the individuals professionally registered in the relevant professional field as an engineer or architect. In addition, at least one project team member must be a Certified Cost Engineer or Consultant. •c. Capacity to complete the work in the required time with the understanding that this contract may require multiple teams to work individual task orders at various locations simultaneously. d. Past performance on DoD and other contracts including success in providing cost, schedule, and resource estimates which were within 10% of actual contract cost, schedule, and resource allocations observed, providing quality work, and compliance with task order or contract performance schedules. •e. In the context of cost, scheduling, and resource analyses, knowledge of and ability to apply specific variables such as local trades, local labor rates, and productivity of local labor pool, local building codes, geologic features, environmental and climatic conditions for the Army and Air Force projects under the jurisdiction of Norfolk District. •f. Extent of participation of SB, SDB, historically black colleges and universities, and priority institution in the proposed contract team, measured as a percentage of the estimated effort. •g. Geographic Proximity (FAR 36.602-1(a)(5)). Proximity is simply the physical location of a firm in relation to the location of a project, and has very little to do with the technical ability of a firm to perform the project. •h. A&E shall have knowledge of the Locality (FAR 36.602-1(a)(5)). Consider knowledge of the locality separately from geographic proximity, since the latter is a secondary criterion in accordance with DFARS 236.602-1(a)(6). (A firm may not be located close to a project but still be familiar with certain site conditions.) Examples include knowledge of geological features, climatic conditions or local construction methods that are unusual or unique. •i. Boards will only consider the following information: SF 330, as submitted or from ACASS; SF 330, with any required supplemental information; documented performance evaluations, such as from ACASS' DoD contract award data; and the results of interviews of the most highly qualified firms. A board will not assume qualifications which are not clearly stated in a firm's submission or available from ACASS. A board will review the entire submission of each firm and not excerpts or summaries. A firm will not be contacted to clarify or supplement its submission, except during the interviews with the most highly qualified firms (see paragraph 3-10.d). Boards shall not consider any cost factors. •3. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit one copy of SF 330 for the prime firm and all consultants to US Army Corps of Engineers, Norfolk District ATTN: Mrs. Debora S. Gray 803 Front Street Norfolk, VA 23510-1096 not later than 2:00 PM on 13 January 2011. Facsimile or email transmissions will not be accepted. THIS IS NOT A REQUEST FOR PROPOSAL. Note 24: This acquisition is for architect-engineer (A-E) services, and is procured in accordance with the Brooks A-E Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. A-E firms meeting the requirements described in this announcement are invited to submit: (1) a Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I and II, and (2) any requested supplemental data to the procurement office shown. Firms registering for consideration for future Federal A-E projects are encouraged to electronically submit SF 330 Part II, General Qualifications, to ORCA, https://orca.bpn.gov/login.aspx, and to update at least annually. Firms with a SF 330 Part II on file in this central Federal database do not need to submit a Part II for this acquisition unless directed by the announcement. Following an evaluation of the qualifications and performance data submitted, the firm or firms that are considered to be the most highly qualified to provide the type of services required will be chosen for negotiation. Selection of firms for negotiation shall be made in order of preference based on the demonstrated competence and qualifications necessary for satisfactory performance in accordance with the specific selection criteria listed in the announcement. THIS IS NOT A REQUEST FOR PROPOSAL. SOLICITATION PACKAGES WILL NOT BE PROVIDED.
