- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals received by the due time and date in this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911W6-11-C-0015 and is issued as a Request for Quote (RFQ). Under this effort, the Aviation Applied Technology Directorate (AATD), U.S. Army Research, Development, and Engineering Command intends to award a commercial contract utilizing FAR Part 13.5, Test Program For Certain Commercial Items, to acquire one hundred nineteen (119) Thermite TVC 2.0 Model 3520 computers, 30 each of part number 1090-3520-05 and 89 each of part number 1090-3520-04. The intended source for this acquisition is Quantum3D Inc., 6330 San Ignacio Ave, San Jose CA, 95119. Anticipated delivery date is within 90 days after contract award for the first thirty (30) computers and by 1 August 2011 for the remaining eighty nine (89) computers (estimated award date 21 December 2010). This acquisition is to procure Thermite Computers for use in conjunction with fielding the Kiowa Warrior Manned/Unmanned Level II (KW L2 MUM) System for the OH-58D and the Apache Video for UAS Interoperablity - Level 2 (VUIT-2) System for the AH-64D. The Thermite, TVC-2.0 Model 3520 computer is a critical component of both systems, and is the only system that is compatible with the VUIT-2 and the KW L2 MUM electronics suite and currently tested with an air worthiness release for use in the electronics suite on both the AH-64D and OH-58D aircraft. Quantum3D's compatibility with the existing electronics package makes them the only source capable of providing the computers necessary in time to meet our urgent schedule. Procurement of these components on an other than a sole-source basis will jeopardize critical deployment schedules, and further degrade force protection and readiness multiplying already serious risks of personnel casualties and loss or damage to aviation assets. This combined synopsis/ solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-38. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. Please review the clause carefully to ensure that you are submitting all required information with your proposal. A technical description of the item offered in sufficient detail to evaluate compliance with requirements, to include product literature and warranty as applicable, shall be submitted. Also in accordance with the clause, all prospective offerors must be actively registered in the Central Contractor Registration prior to award. The North American Industry Classification System Code (NAICS) is 334111, Electronic Computer Manufacturing. The small business size standard is 1000 employees.
