Description
Statement of Work From 10/01/10 to 09/30/12 Crane Engineering Services 1. Scope The purpose of this document is to identify the scope of work to be accomplished by a crane engineering company from 10/01/10 to 09/30/12 in support of the Crane Enhancement Program for safety class cranes. The tasks to be completed are a continuation of work performed in FY08, FY09, and FY10. Those tasks include: (1) preparing calculations which verify that crane structures are protected against overloads, (2) evaluating those calculations by an independent peer reviewer, (3) preparing addendums for the work packages of the first cranes in each of the remaining four groups of similar cranes to identify bridge coupons and critical welds/bolts for inspections and chemical/physical analyses, (4) updating three crane specifications for the purchase of 24 additional hoists, (5) providing engineering services to resolve issues concerning safety class cranes that arise between 10/01/10 and 09/30/12, and (6) qualifying 20 cranes as equivalent ASME NUM-1, Type 1B, cranes. This Statement of Work is for engineering services only. All crane installations and modifications shall be performed by B&W employees. As a result, this scope of work contains no standard Division I specifications applicable to physical operations conducted on the Pantex Plant site. 2. Applicable Documents ASME B30 Series CMAA 74, Specifications for Top Running & Under Running Single Girder Electric Traveling Cranes Utilizing Under Running Trolley Hoist MNL-292989, Hoist Vendor/O&M Manual MNL-DRQ-001, Crane Pendant Assembly and Rope Assembly Design Requirements ASME NUM-1, Rules for Construction of Cranes, Monorails, and Hoists (With Bridge or Trolley or Hoist of the Underhung Type) TP-MN-05794, Hercu-Link Chain Hoists TSR TP-MN-06308, HLK Chain Hoists TSR TP-MN-05846, VL-2 Manual Chain Hoists TSR SPEC-020, Technical Specifications, ASME NUM-I, Type IB, Critical Load Handling Ingersoll-Rand 2-Ton, "Hercu-Link" Low Headroom Air Chain Hoist & Trolley SPEC-021, Technical Specifications, ASME NUM-I, Type IB, Critical Load Handling Ingersoll-Rand 5-Ton, "Hercu-Link" Low Headroom Air Chain Hoist & Trolley SPEC-022, Technical Specifications, ASME NUM-I, Type IB, Critical Load Handling Ingersoll-Rand "HLK" Air Chain Hoist & "TIR" Air Trolley SPEC-023, Technical Specifications, ASME NUM-I, Type IB, Critical Load Handling Ingersoll-Rand "VL2"Hand Chain Hoist & "PT" Manual Trolley 3. Tasks The following tasks comprise the statement of work for the crane engineering services from 10/01/10 to 09/30/12: a. Prepare calculations showing that the stall loads of hoists are less than the maximum static load capabilities of the bridges of the remaining four groups of typical cranes in nuclear explosive bays and cells. b. Conduct peer review of calculations by qualified engineer who is independent of calculation preparer, resolve issues, and prepare reports of findings and resolutions. c. Prepare addendums for the remaining four work packages covering crane upgrades that identify (1) critical bolts needing chemical and physical analyses, (2) beam coupons needing chemical analyses, and (3) critical welds needing inspections for flaws. d. Update hoist specifications SPEC-020, SPEC-022, and SPEC-023. e. Provide engineering services for other issues concerning safety class cranes that arise between 10/01/10 and 09/30/12. f. Qualify 20 cranes as equivalent ASME NUM-1, Type 1B, cranes. 4. Government-Furnished Property N/A 5. Government-Furnished Facilities N/A 6. Deliverables a. Monthly invoices that list tasks assigned and hours spent on completing each of the tasks. b. Calculations that verify the stall loads for hoists in four remaining groups of similar cranes are less than the maximum static load capabilities of the bridges of those cranes. c. Reports of findings on calculations by the independent peer reviewer and dispositions of those findings. d. Addendums for four work packages prepared to upgrade safety class cranes that identify (1) critical bolts needing chemical and physical analyses, (2) beam coupons needing chemical analysis, and (3) critical welds needing to be inspected for flaws. e. Three updated hoist Specifications, i.e. SPEC-020, SPEC-022, and SPEC-023. f. Reports on issues concerning safety class cranes that arise between 10/01/10 and 09/30/12. g. Qualification documents designating twenty cranes as equivalent ASME NUM-1, Type 1B, hoists. 7. Schedule Because the taskings in this scope of work are dependent on (1) the availability of resources to accomplish crane upgrades and (2) the priorities of emergent issues, the due dates of the items under the taskings will be established when those items are assigned to the crane engineering company. These items will then be tracked and evaluated through monthly invoices submitted by the crane company and by the reports and other documentation submitted regarding the items assigned. The monthly invoices from the crane company will list the items assigned during each month and the hours spent preparing the documentation required to close the items. The hours spent per item will then be evaluated against the complexity of the documentation to determine if the charges are reasonable. The taskings in this scope of work may require trips by the crane company to Pantex for final discussions on deliverables.
