- Responses are due no later than 3:00 p.m. eastern standard time 31 December 2010. This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. The U.S. Army Corps of Engineers, Baltimore District, requests letters of interest from POTENTIAL PRIME CONSTRUCTION CONTRACTORS ONLY concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Project Title: $100M Single Award Task Order Construction Contract (SATOCC). Project Description: The scope of this contract will encompass a broad variety of major and minor repair, modification, rehabilitation, alterations, design-build, design-bid-build and new construction projects in support of DoD organizations within the Intelligence Community. This contract will have requirements throughout the Continental United States. The type of work performed will be for secure and non-secure sites. Contractors will be required to possess a Top Secret Facility Site Clearance to be awarded this contract. This notice is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. Responses are to be sent via email to carlen.capenos@usace.army.mil no later than 3:00 p.m. eastern standard time 31 December 2010. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in contracts of a similar nature as described above. The Government is particularly interesting in the following information: 1. What is your opinion on bonding? Do you prefer bonding per task order or per year of contract, i.e. $20M bond due each year? 2. What are your thoughts on pricing co-efficients? Do you prefer few general co-efficients or multiple co-efficients for different elements for a variety of task orders conditions? If so, what and how many? 3. Your experience regarding the solicitation process for SATOCCs - what do you like, what don't you like and what can the Government due pre-solicitation or during the solicitation to ensure that we select the best value contractor? 4. Your bonding capacity - single project and aggregate 5. Your experience with SATOCCs In addition to the above, please include the following information in your response: details of similar projects/contracts, dates or periods of performance, and project cost or capacity of Indefinite Delivery Indefinite Quantity (IDIQ) contracts. Narratives shall be no longer than ten pages. Email responses are required. Comments will be shared with the Government and the project delivery team, but otherwise will be held in strict confidence. Comments may be in any format, but must include submitter's name, phone number, and email address.
