Description
Draft Survey Statement of Work CONTRACT INFORMATION: The USDA Natural Resources Conservation Service (NRCS) in Montana requires the services of State licensed land surveyors for the performance of legal boundary surveys for Wetlands Reserve Program (WRP) and other conservation program easements throughout Montana. This acquisition process is being conducted in accordance with the Brooks Act as implemented in FAR Subpart 36.6 (Architect-Engineering Services). The designated industry group (DIG) for this acquisition is NAICS code 541370 [Surveying and Mapping (except Geophysical) Services], which has a size standard of $4.5 million. This procurement is set-aside for Small Businesses. This office intends to award one or more indefinite-delivery indefinite quantity (IDIQ) contracts as a result of this notice. The contract period includes one base year and four option years, for a maximum five years. Work requirements will be accomplished through individual task orders that will be specific in terms of location, acreage and time deadline. Task orders will be awarded as firm-fixed price procurements as sites requiring surveys are identified which may be as early as the date of contract award. Work under each Task Order will be subject to satisfactory price negotiation. The total number of task orders awarded will fluctuate based on need and availability of funds. The anticipated contract minimum is $50,000 and maximum is $1M. DESCRIPTION OF WORK: The surveyor must be a licensed land surveyor in the State of Montana. The Surveyor will provide a boundary survey of the easement area which meets the requirements of the attached specifications. Specifications may be revised during the performance of the contract to include revised survey specifications. All projects shall be completed within 45 calendar days after issuance of a task order (to include the required pre-survey site visit. SELECTION CRITERIA: Firms responding to this announcement will be evaluated on the following factors which are shown in no order of importance and are equally important. 1. Professional qualifications necessary for satisfactory performance of required services. The Surveyor must be a licensed land surveyor in the State of Montana. Evaluation will include the level of formal education, the number of years licensed, and involvement in professional activities/organizations. 2. Specialized experience and technical competence in the type of work required Evaluation will be based on knowledge of local survey practices, records research, experience in conducting rural or conservation easement boundary surveys, and the approach used on previous surveys to solve problems resulting from conflicting title or physical evidence. 3. Capacity to accomplish the work in the required performance time. Evaluation will be based on ability to accomplish multiple work orders to completion within performance time stipulated in the survey specifications and the ability to add personnel and/or consultants to complete work on time. Due to the nature of the easement programs, survey work tends to be seasonal and multiple task orders can be issued in a short period of time. The resultant solicitation and contract will stipulate limitations for the vendors' obligation to perform and the governments' obligation (maximum quantity) to order requirements for a given area. Vendors should especially focus on articulating how requirements up to the limit will be fulfilled in the required time, as well as plans for addressing quantities of surveys over the maximum limit. Evidence must be convincing and well articulated. 4. Past performance on contracts with Government agencies and private industry. Evaluation will be based on the firm's past experience with other government agencies and the private sector in performing the requirements described in terms of cost control, quality, and timeliness of performance under previous contracts. Firms must provide a customer reference list with names, addresses, and telephone numbers for all projects listed as related experience. 5. Location in the general geographic area and knowledge of the locality of the project area Evaluation will be based upon the firm's knowledge and experience in working in all geographic areas of Montana. Firms that work within specific areas of Montana shall provide a plan to provide state-wide service in a cost effective manner. Firms must clearly indicate the regional office locations or the sub-contracting plan to complete work in various areas of the state. 6. Demonstrated experience with similar types of projects in the State of Montana within the last five (5) years. Evaluation will be based on the firm's experience in having conducted similar legal boundary surveys in the State of Montana within the last five (5) years. Use Section H of Part I of the SF 330 to provide relevant information regarding the above six (6) factors, if not adequately addressed in another section of the SF 330. Firms will be ranked from most to least qualified. A request for proposal will be requested from the most qualified firm for each planned award and negotiations will be conducted to arrive at a fair and reasonable fee rate schedule that will be used to price individual task orders. If a mutually acceptable price cannot be negotiated, negotiations will be terminated and the process will be repeated with the next highest ranked firm, and so on, and so forth, with the next if acceptable pricing cannot be negotiated. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal Contract. It is also required that all contractors be registered in the Online Representations and Certifications Application (ORCA) to be considered for an award of a Federal Contract. For information regarding registration in ORCA, contact the ORCA web site at https://orca.bpn.gov. This is NOT a Request for Proposals but a Request for Qualifications. SUBMISSION REQUIREMENTS: All responsible firms that meet the requirements described herein, and wish to be considered, must submit an original and three copies of Standard Form 330, Architect-Engineer Qualifications (completing both Part I and II) and any attachments. Information provided in addition to that required by the SF-330 will be limited to seven pages, 8.5 x 11 in size, single or double spaced, and printed front side only with a font size no smaller than 10pt. Submittals are due by 4:00 pm Mountain Time on January 10th, 2011. Facsimile and electronic transmissions will not be accepted. Solicitation packages are not provided and no additional project information will be given to firms during the announcement period.
