Description
Example of High Heat Flux Test Apparatus This is a combined synopsis/solicitation for services prepared in accordance with the format in FAR Subparts 12.6 and FAR Subparts 13.302, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals/quotes are being requested, and a written solicitation will not be issued. This constitutes the only notification before award. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-46. The solicitation reference number is 1F4AB000323A002. This acquisition will be a 100% small business set-aside; the North American Industry Classification System (NAICS) code is 333994. The business size standard is 500 employees. The Government anticipates award on a best value basis. IAW FAR 52.212-2, Evaluation-Commercial Items, the Government intends to award a contract to the responsible offeror whose offer conforming to the proposal will be the most advantageous to the Government based on technical capability of the item offered to meet the Government requirement and price. The following factors shall be used to evaluate offers: 1. Technical Specification/Capability 2. Price Technical evaluation factors when combined will be significantly more important than price. Technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. The Government reserves the right to award on all or none basis. All quotes MUST reflect FOB Destination. See attached file for list of delivery locations. CLIN 0001- (QTY: 1 EA) High Heat Flux Test Apparatus High Heat Flux Heating System Specifications: The USAF is designing a new piece of equipment that heats up and combusts various types of samples at our laboratory. This piece of equipment will be in the vertical direction (attachment shows below view) with heaters banks focusing in towards a single sample. This may also be multiple units or two semi-circular banks, whichever is easier to assemble. Samples shall have a means to be installed and removed. The USAF does want a complete circular bank as we will want the option to move one half of the banks to perform one-sided heating. We will be using a quartz tube between the heater and the sample. -Height of Quartz Tube: 3 ft (+/- 6 inch) (USAF provided) -Diameter of Quartz Tube: 12 in (+/- 0.5 in) (USAF provided) -Maximum Sample Size: 10 in x 16 in = 0.2 m^2 surface area for two sided heating Requirements for this equipment purchase: a. Height of Heater Banks: 2 ft desired (+6/-3 inch) b. Diameter of Effective Heater: 18 in (+1/- 3 inch) c. Required Heat Flux to Sample (not Quartz Tube): up to 200 kW/m^2 d. Heat Requirement: ~40 kW (200 kW/m^2 * 0.2 m^2) e. Electric requirement: 480 V (3 phase) power optimum f. Housing of modules: Stainless steel g. Cooling: Water cooled optimum, fan cooled acceptable h. Control Panel: Able to control range i. Drawings: Provided at acceptance See attached for example.
