- The Naval Surface Warfare Center - Panama City Division, Panama City, Florida (NSWC PCD) intends to execute a contract modification on contract N61331-07-C-0001 to the Canadian Commercial Corporation (CCC) and their sub-contractor ODIM Spectrum Ltd (ODIM) in Canada to manufacture/produce a lighter version of the Organic Cable Reeling Assembly (ORCA). CCC / ODIM are the sole developer of the ORCA system since contract award on 18 Dec 2006. This requirement is unsuitable for competition for the following reasons: (1) ODIM has considerable expertise in the requirements and design of the reduced footprint ORCA (or ORCA size and weight reduction effort). They have completed nearly 65% of the effort required to develop the technical data package for the ORCA size and weight reduction effort. ODIM also is the only company that has considerable expertise in the construction of the original ORCA system (big ORCA). (2) Given the complexity of the system and the level of system knowledge required to work through design and system interoperability considerations, it is reasonable to assert that ODIM Spectrum, Ltd., is the only source possessing the capabilities, internal technical data, equipment, and experienced personnel necessary to successfully produce the initial production units. (3) This is a modification to the existing contract in order to support fabrication and testing of a reduced footprint (size and weight) of the ORCA systems within the meaning of FAR 6.302 1(a)(2)(ii). Use of any other vendor would result in substantial duplication of cost to the Government that, given the limited number of systems being acquired at this time, is not expected to be recovered through competition. The consequence of going to another contractor at this point in the program will be a significant increase in program cost and schedule. Conservatively, it will take another contract one year to reach the same level of proficiency as ODIM and develop the ORCA design to the same level of detail as the current ODIM design. This additional development time will translate into approximately $1M to $1.5M in additional development costs. ORCA is an integral part of a Littoral Combat Ship (LCS) Mine Warfare Mission Package Operational Test currently scheduled for July 2011.
