Description
The Air Education and Training Command (AETC), Contracting Squadron, LGCI, is conducting market research to determine the availability and capability of qualified businesses to provide training and technology transfer required by the United States Air Force in support of the Chilean Air Force F-16 Avionics Manual Backshop Training. The training and support services are to be provided in Iquique, Chili. All instruction and technical information shall be in the English language. This training will be at the unclassified level. Contractor shall furnish all training materials, equipment and data required to perform this contract except that which is identified as government furnished equipment/material/data. Equipment shall be serviceable and suitable for its intended purpose. This is a request for information only (RFI). This is not a Request For Proposal (RFP), nor is it a Request For Quotation (RFQ). The intent of this Sources Sought is to identify potential qualified businesses for (what is the name of the PWS) in support of Foreign Militasry Sales (FMS) acquisiton program located at Randolph AFB, TX. The REQUEST FOR INFORMATION (RFI)/Sources Sought Notice is being issued for informational and planning purposes only. It is not to be construed as a commitment by the requesting party to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor quotes. No award will be made as a result of this RFI. The Government will NOT be responsible for any costs incurred by interested parties in responding to this RFI. This FedBizOps sources sought notice is strictly for market research. Acknowledgment of receipt of response will not be made, nor will respondents be notified of Government's evaluation of the information received. Contact with Government Personnel other than those specified in this RFI by potential offerors or their employees regarding this project is prohibited. In order to receive an award from any resultant solicitation, the successful offeror must be Central Contractor Registered (CCR). The CCR website is: http://www.ccr.gov/. The successful offeror must also have an active Online Representation and Certification Application (ORCA). The ORCA website is: http://orca.bpn.gov/. The information provided will be used for planning purposes only. The North American Industry Classification System (NAICS) Code is 611519, and the size standard is $7.0M. Interested and qualified sources are requested to provide a statement of current capability and past performance information. Training provided must ensure the avionics specialist will be able to perform the functions and activities required for an F-16 avionics manual backshop. This includes performance analysis, malfunction isolation and determination of the scope of adjustment or repair. In order to accomplish these functions, the specialist must be trained to perform the required operational tests on the following avionics subsystems: the AN/ARN-153 Tactical Air Navigation System, AN/ARC-164 Ultra-High Frequency Radio, AN/ARC-186 Very- High Frequency Radio and the MMR Instrument Landing/VHF OMNI Range System. The training should be designed to provide the specialist with the knowledge and skills required to manually inspect, troubleshoot and repair the aforementioned avionics line replaceable units (LRU's) using the F-16 Rack Mounted Improved Avionics Intermediate Shop (RIAIS). Sources must demonstrate technical experience on similar acquisitions, specifically addressing the requirements specified in this synopsis and demonstrate the ability to obtain the resources necessary to successfully compete for this requirement. Interested and qualified sources are requested to provide the following information: 1) Company name, point of contact, email address, telephone and facsimile numbers, and type and business size, business (e.g. large business, small business, service-disabled, HUB Zone, 8(a), etc.). 2) List of services able to provide. Any information provided is voluntary. Limit responses to four pages with 10 pitch font.
