Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER SINGLE TRACK, LLC.The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The Bureau of Land Management, Department of the Interior, Oregon State Office, Portland, Oregon intends to award a sole source Purchase order to Single Track, PO Box 1280, North Plains, OR. 97133.The Bureau requires a specialty trail building machine which will rehabilitate/reconstruct OHV trails that can efficiently and with minimal resource impacts, do the work on tight technical trails that up to this point have only been maintained by hand or by equipment too wide for the trail tread.The Single Track 24 trail Machine is designed to construct and maintain a single track trail (hiking or class 3 OHV) with minimal soil disruption, tree felling, and destruction of the existing trail character, resulting in less resource impacts. Another feature is that the ST 240 is fully time radio controlled, allowing the BLM to customize safety procedures around the operation, planning and staffing capabilities of the OHV maintenance program. These controls also allow the operator to work the machine from any angle necessary. The ST240 can productively go where a manned machine can be severely limited by things such as branches, overhead fall hazards, thorns, bees, and steep side slopes. This machine also comes with an electric winch that will operate with the engine off, if needed, to right the machine. Unique to this machine, the winch is repositionable, to a top mount location for use as a safety tether on very steep ground.NAICS Code: 333120, Small Business Set-asideTHIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. If you feel your firm possesses the ability to provide this product, interested parties may submit technical literature showing their capability of meeting the Government's requirement by 4:00 pm Pacific Time, Monday, January 3, 2011. E-mail responses demonstrating your firms experience and equipment specifications to Jack Norton, Procurement Technician at OR952mb@blm.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement.
