- THIS IS A COMBINED SYNOPSIS/SOLICITATION. NO FURTHER SOLICITATION WILL BE ISSUED. This synopsis/solicitation is for the procurement of 19th century style/decor ceiling fans (without light kit) and down rods. A quantity of sixty nine (69) ceiling fans with down rods are needed. All 69 ceiling fans are to be the same brand, model, style, size, finish, color and possess the same characteristics. The ceiling fans are for a National Park Service historic site known as the Old Courthouse, located at 11 N. 4th Street, St. Louis, MO 63102. Due to the historical characteristics which the fans will bring to the Old Courthouse, along with the compliance process which was applied for this procurement, BRAND NAME OR EQUAL ceiling fan specifications are being identified in this Synopsis/Solicitation. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The solicitation is issued as a Request for Quotation (RFQ) under RFQ Number Q652010B819. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-46. (iv) This procurement is solicited as FULL AND OPEN COMPETITION. The small business size standard is 750 employees. (v) List of contract line item numbers: Line 0001: 19th century style/decor ceiling fans with 12" downrod, without light kit. Quantity: 69 each Line 0002: 4' downrod. Quantity: 69 each (vi) BRAND NAME OR EQUAL. Market research has been conducted by the government agency and have found the Casablanca Ceiling Fan, Model 99U32T, Weathered Copper motor with mahogany blades, 54" blade span, possesses the appearance, features and characteristics which most closely meets their needs. Ceiling fans from other manufacturers which are similar to the Casablanca model may be available; however, the government's market research was unable to identify any other. Regardless of manufacturer, other brands will be considered provided they possess, at a minimum, the following features and salient characteristics: (1) 19th century (1800's era) styling/decor(2) Weathered copper finish - motor housing and decorative canopy, or similar finish(3) 4 blades, mahogany finish(4) 54" blade span(5) 12" matching downrod(6) 4' matching downrod (with outer sleeve if sleeve is recommended by manufacturer to be used for 4' downrod length)(7) XPL-2000 Motor(8) 6 variable fan speeds in forward and reverse(9) Wall system control, Inteli-Touch or similar(10) Characterized as Energy Efficient; at a minimum:(a) Airflow - 6050 cfm (high)(b) Electricity Use - 108 Watts (excludes lights)(c) Airflow Efficiency - 56.2 cfm per watt (11) Lifetime Motor Warranty(12) Mounting Hardware THE FOLLOWING PROVISIONS AND CLAUSES FROM FEDERAL ACQUISTION REGULATION (FAR) APPLY TO THIS ACQUISITION, ARE INCORPORATED BY REFERENCE, and the full text of these provisions and clauses may be accessed electronically via the internet at: https://www.acquisition.gov/far (vii) Delivery terms are to be FOB Destination, and are to be delivered as soon as possible, but not later than one hundred twenty (120) calendar days from receipt of order.
