*****PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this announcement. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number 11-Q-LDQ004325. The resultant contract will be a firm-fixed price contract. Brand name or equal items will be accepted. If an "equal" item is being proposed the vendor shall follow the instructions for submitting an equal product as outlined in FAR clause 52.211-6 Brand Name or Equal. Reagents and chips that quantify 50-500 base pairs mtDNA 2. Compatibale with Agilent 2100 Bioanalyzer and 2100 Expert Software Rev.B.02.03 3. Accurate and reproducible quantification and sizing results a. Sizing resolution must be no more than ±5% b. Sizing accuracy must be no more than ±10% c. Quantitation accuracy must be no more than ±20% 4. Concurrently analyze eight or more samples in addition to sizing ladder 5. Detect a nucleic acid concentration range of at least 0.1-50 ng/μl 6. Require no more than 1 μl of sample for nucleic acid analysis 7. Require no more than 10 minutes preparation time per chip 8. Disposable, chip-based technology to eliminate sample cross-contamination 9. Minimal exposure to hazardous chemicals Shipping Instructions : Shipping under this requirement shall be FOB Destination in accordance with FAR Clause 52.247-34. Items shall be delivered to Quantico, VA. Submission Instructions : Responses shall be submitted via electronic submission to Ms. Lynda M. Theisen at Lynda.Theisen@ic.fbi.gov. The due date for responses to this RFQ is on or before December 17, 2010 at 5:00 PM Eastern Standard Time (EST). Responses must be marked as follows: "11-Q-LDQ004325." All questions regarding this requirement must be submitted in writing to Lynda Theisen via email. Quotes shall include a point of contact (including phone number, fax number and email address), contractor DUN's number and TIN number. ALL QUOTES SHALL BE VALID FOR A MINIMUM OF 60 DAYS. Terms and Conditions: This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-30. The provision at FAR Clause 52.212-1, Instructions to Offerors (Jun 2008) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to Lynda.Theisen@ic.fbi.gov. Provision 52.212-2, Evaluation - Commercial Items (Jan 1999) is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (Oct 2010) is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov. Clauses 52.212-4 Contract Terms and Conditions-Commercial Items (Jun 2010), and 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items (Oct 2010), apply to this solicitation.
