Description
Amendment O1: Change to Solicitation Closing Date - Suspense for all proposals and past performance questionnaires in regards to Solicitation W911S0-11-T-0001 is hereby changed from 17 December 2010 at 10:00 am EST to 03 January 2011 at 10:00 am EST. All proposals and past performance questionnaires must be received by the Contracting Office no later than 10:00 am EST on 03 January 2011. All questions in regards to Solicitation number W911S0-11-T-0001 must be submitted in writing via email to MAJ Austin no later than 17 December 2010 at 2:00 pm EST. If any questions are received, a response will be posted by 21 December 2010. Below are some of the questions with responses already received by the contracting office as related to this requirement. 1. Is this a new requirement? ANSWER: Yes, this is a new contract requirement. 2. Will an interim secret clearance satisfy the requirements of having a secret clearance at the time of proposal evaluation? ANSWER: Yes, an interim secret clearance will satisfy the requirement at the time of the proposal. However, as stated in the PWS, para 1.4.6, "All contractor personnel performing work under this contract must have a SECRET security clearance at the time of the proposal submission, and must maintain the level of security required for the life of the contract." 3. Must all three contractor Master Black Belts have a secret security clearance? ANSWER: Yes, see para 1.4.6. Security Requirements: All contractor personnel performing work under this contract must have a SECRET security clearance at the time of the proposal submission, and must maintain the level of security required for the life of the contract. 4. How does DOD define an "alternative" certifying body? ANSWER: Certified by an equivalent industry authority Example: (Industry Approved Master Black Belt Certification (Motorola, GE, Allied Signal, etc.). 5. Are these resources to be located full time at FT Eustis? ANSWER: Yes, Contractor will relocate full-time to Fort Eustis, VA as stated in the PWS, para 1.4.5. Contractor MBB personnel will initially start work at Fort Monroe, VA. Fort Monroe is an installation selected for closure under the Base Realignment Commission (BRAC). The Training and Doctrine Command (TRADOC) will be relocating to Fort Eustis, Virginia, approximately 15 miles away. The move is expected to occur during the June 2011 timeframe. 6. What is the due date for proposals? ANSWER: The new due date for proposals is extended to 03 January 2011 at 10:00 am EST. 7. What is the due date for Past Performance Questionnaires? ANSWER: The due date for Past Performance Questionnaires is 03 January 2011 at 10:00 am EST. 8. Is there an incumbent for this opportunity? ANSWER: This is a new requirement. 9. Is ONE resume required as a representation of the talent pool we have for MBB consultants, or are THREE resumes required - one for each MBB that will work under the contract? ANSWER: One resume is required for each contractor MBB. 10. Item Numbers 0002 Travel and 0004 Travel Option Year 1 indicate "Government will determine specified amounts" please confirm the price proposal in its entirety shall consist of labor only, Item Numbers 0001 Labor and 0003 Labor Option Year 1. If a cost estimate is required for travel please provide further clarification regarding the number of trips and specific locations required for this effort. ANSWER: No cost estimate is required for travel. The Government will determine the specified amount. 11. Can you please clarify if the contractor must include an estimate for SUPPLIES/SERVICES? ANSWER: 3.1.3. Government-Furnished Supplies. The Contractor is not required to include an estimate for supplies. The Government will provide routine office supplies related to work ordered for the Government. Supplies are provided to the contractor to accomplish official business related to contract requirements. Example: Government Desk Top Computer, Note pads, printer paper (for government work only), Stapler, Staple pull, etc. Utilities (power to desk area/phone service (official government related work only), Trash Disposal, Janitorial Service, Automation Connectivity, copier support. 12. Since there are potentially 40 travel locations it would be helpful to understand the expected work effort by location by PRS in order to bid on CLIN 0002. ANSWER: Contractors are not expected to bid on CLIN 0002. The Government will determine the specified amount for travel. 13. CLIN 0002: Are there any regional locations that might make travel planning easier? ANSWER: There is no requirement for contractors to provide a cost for travel. The Government will determine the specified amount. 14. What is the annual work requirement for this contract proposal (W911S0-11-T-0001)? ANSWER: 12 months period of performance, duty hours are: 0800-1700 hrs.
