________________________________________ 3D Laser Vibrometer and Test Station for Non-Contact Structural Analysis ________________________________________ General Information Document Type: Sources Sought Synopsis Posted Date: 14 December 2010 Category: Guided Missiles Test Support Equipment Contracting Office Address Department of the Air Force, Air Force Materiel Command, Air Force Nuclear Weapon Center, AFNWC/PKMA 6014 Dogwood Ave (Bldg 1258), Hill AFB, UT, 84056-5816 Description This announcement constitutes a sources sought synopsis for purposes of conducting market research. The Government intends to procure or rent test equipment for 3D non-contact structural analysis to support Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) testing and analysis at Little Mountain Test Facility (LMTF), Utah. This test equipment will produce high fidelity results to validate finite element modeling. Equipment must have no mass loading effects, have efficient test set-up and test operation capability, and have high accuracy at each measurement point. The equipment to be procured or rented is a 3D laser vibrometer system, robotic test station, associated equipment and engineering, training, and installation support. The Air Force is in the process of preparing a Justification and Approval document to gain the required approval to issue a sole source request for proposal to Polytec Inc., 16400 Bake Pkwy Ste 200, Irvine, CA 92618-5603. Statutory authority is 10 USC 2304(c)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or service will satisfy agency requirements. The proposed contract action is for procuring or renting a PSV-400-3D (which includes upgrading an existing PSV-400 unit), a RoboVib Automated Measurement Station, and procuring engineering, training, and installation support for which the Government intends to solicit only one source under the authority of FAR 6.302-1: Only one responsible source. Polytec is considered the only organization that has the requisite skills, capabilities, system expertise, and resources to provide engineering support, training, installation, and hardware for the PSV-400-3D. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and program specific response presenting sufficient information to substantiate that they have demonstrated: (1) They possess the capability to upgrade existing PSV-400. (2) They have the capability to provide 3D laser vibrometer and robotic test stand capability. (3) They have the ability to provide engineering support, necessary training, and installation of associated equipment and hardware. (4) They have trained employees with satisfactory qualifications and necessary clearances for work at Little Mountain Test Facility (LMTF), Utah. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. A Determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement.
