- This is a combined synopsis/solicitation for 2 Airway Smartman Torso's and 3 Smartman Torso's prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. This is a 100 percent small business set aside. This is a Request for Quote (RFQ) and the solicitation number is FM481402600094. The 6th Contracting Squadron, MacDill AFB, Florida, requires: Contractor to provide all labor, tools, and materials necessary to perform the following: DESCRIPTION OF REQUIREMENT: CLIN 0001: 2 Airway Smartman Torso's,3 Smartman Torso's, and annual site license renewal (inclusive of any/all SmartMan purchased on MacDill AFB). Description: Ambu Airway SmartMan Torso, Ambu Smartman Torso, and annual site license renewal (or equal). To be determined technically acceptable the Airway SmartMan, or similar type must have an operating trachea and esophagus plus a working chest cavity with lung and a coplete torso. The Smartman for CPR Skills Training must accurately measure, disply and validate CPR skills, compression release allowing for chest recoil, with a visual bar showing timing and depth of compressions. In your quote please respond with separate prices for the 2 Airway Smartman Torso's and 3 Smartman Torso's. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-45 effective 30 August 2010 (2005-46 effective 29 Oct 10) DFAR DPN 201001208 and AFFAR AFAC 2010-1027. The North American Industry Classification System code (NAICS) is 423450, with a small business size standard of 100 employees. A firm fixed price contract will be awarded. All interested parties must bid on all items. BASIS FOR AWARD: Award will be made to the lowest price offeror that is determined to be technically acceptable. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
