Description
The Naval Research Laboratory (NRL) has a requirement to provide Labor, Design and Fabrication of Integrated Man-Wearable Electronic Warfare (EW) Components. The Contractor shall provide the Naval Research Laboratory, on an as needed basis, with technical advice, engineering drawings using Commercial Grade Solid Works CAD package, specialized, one-of-a-kind, manufacturing and integration of various small integrated electronic parts and devices. Many of these unique items will include "man-wearable" items. The successful offeror must be capable of combining or adapting the capabilities of various technologies such as RADAR, Organic Light Emitting Diodes (OLED), Night Vision Goggles, man-wearable computers and autonomous unmanned vehicles. Work will include the design, drawing, manufacturing and integration of unique one-of-a-kind devices. Designs may be as simple as an adapter for a helmet mounted graphics display or as complex as the design, manufacture, adaptation and integration of a unique graphics display and data interface into an underwater diving mask while maintaining the water tight integrity, flexibility and serviceability of the diving mask. Past work has included the design and manufacture of specialized mountings and modifications of military equipment while maintaining stringent size and weight restrictions. There is no incumbent. The expected Period of Performance of the ID/IQ is anticipated to be five (5) years from the date of the ID/IQ award. The Contractor's manufacturing facility for this effort must be within fifty (50) miles of the Naval Research Laboratory located in Washington, DC. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. This is not a solicitation. The actual closing date for proposals will be stated in the solicitation when issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
