Description
The Enterprise Acquisition Contracting Division (ASC/PKEIS, 2275 D Street, Wright-Patterson AFB, OH 45433-7228) intends to award a bridge contract, FA8604-11-C-7450, to allow continued support for the current AFRL Rapid Response IT Support contract. This bridging effort will have a period of performance of five months, from 18 Dec 10 to 18 May 11, and will allow continued program support until Solicitation FA8604-10-R-7479 is competitively awarded. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. The proposed contract action is for work which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii)(B) "Unacceptable Delays." Contract DAAB07-03-D-B006 was competitively awarded to ARINC in September 2006. This contract action will allow for the continued support of mission critical functions until a follow-on contract is awarded. ARINC is currently the incumbent for the AFRL Rapid Reaction IT Support contract. AFRL/RYZ requires the automatic acquisition, storage, analysis, evaluation, manipulation, management, movement, control, display, switching, interchange, transmission, and reception of sensor data and/or information. Support needed to accomplish the above "handling" of the data and/or information include the following: identifying and resolving program management, financial analysis, engineering, and logistics issues for IT-based development programs and associated equipment. The type of technical tasks this effort shall employ to accomplish the overall requirements of "data-handling" includes analysis, design, research, development, prototyping, fabrication, integration, test, and repair of equipment, as well as research, development and delivery of engineering and logistics support required for AFRL/RYZ program activities. To accomplish the mission, the supplier of the support must employ and utilize personnel with the proper expertise and experience in each of the disciplines to assure success and Customer (ASC, ACC, SOF, USSOCOM, JIEDDO, DARPA, USA, USMC, USN, AFRC, ANG) satisfaction of the product delivered to the warfighter. ARINC has superior support knowledge of the system, and thus is the only contractor capable of providing the support described above without the Air Force experiencing unacceptable delays in accomplishing its mission. To enhance competition, the follow-on contract will provide a transition period if a new contractor is competitively selected, which will mitigate program risks. Marks Jr., ASC/AQH, has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendation to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
