- The Uniformed Services University of the Health Sciences (USU), located on the National Naval Medical Campus (NNMC) in Bethesda, MD, intends to negotiate on a sole source basis with SteelCloud in Ashburn, VA for a one-time license for Remote Synchronous and Asynchronous Replication base and expansion of a primary SAN server, as well as one year of maintenance and 24x7 Copilot Support for the same SAN server. The listed services are required to maintain USU’s primary and secondary SAN servers. These services will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. USU currently has two SAN servers that back each other up and replicate the data that the other server contains. Both servers were installed by SteelCloud, which operated under license from Compellent Technologies. Only Compellent Technologies has the proprietary rights to the system software updates and technology required to maintain both servers. Although there are multiple distributors of Compellent Technology’s SAN server support services, both servers must be maintained by the same company in order to ensure that both servers can “talk” to each other and to ensure that they are updated simultaneously. If the two servers were maintained and updated by different maintenance companies, it would be impossible to keep the two systems in harmony, which could lead to loss of critical data through sytem failure. Further, in order for maintenance technicians to diagnose a problem with a server, the technicians must be able to access both servers. If the technicians only have access to one server, they will not be able to correctly diagnose problems, which could again lead to system failure. SteelCloud currently has a contract to perform the required maintenance and service on the backup or secondary SAN server. For the foregoing reasons, it is imperative that SteelCloud also perform the required maintenance on the primary SAN server. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
