- DCMA St. Louis intends to place a Firm Fixed Price Delivery Order with The Boeing Company (TBC) in support of Foreign Military Sales (FMS) for the Kuwait Air Force (KAF) F/A-18 Program. TBC created Engineering Change Proposal (ECP) 582R1 and is the sole provider of the MOD 2012 upgrade on theKuwait F/A-18 aircraft, which includes ECP 582R1 and technical publications and training for 23X software. The projected order shall consist of the incorporation of 23X software updates and Engineering Change Proposal (ECP) 582R1 updates into the affected Kuwait technical manual and Interactive Electronic Technical Manuals (IETM) data base. The projected period of performance shall be 1 January 2011 through 31 March 2011. TBC is the sole designer, developer, manufacturer, and integrator of the Kuwait F/A-18 aircraft and its various configurations and is the only source with the knowledge, expertise, facilities, and qualified personnel to accomplish this task. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. No solicitation document exists. This notice of intent is not a request for competitive proposals. The Government does not intend to fund the development of qualification of other sources for fulfilling this requirement, as production of the supplies listed requires a substantial initial investment or an extended period of preparation for manufacture. However, all proposals received within thirty days after the publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
