- NAICS Code: 334516 This announcement is amended to provide the following additional information regarding the rationale for this sole source requirement: the Panalytical Epsilon 5 is the only known EDXRF spectrometer that possesses a combination of the following NEIC requirements. 1) A100 kV tube is required in order to analyze the K-lines of heavier [above Barium] elements. 2) A Germanium detector is necessary as NEIC requires 100% efficiency up to at least 50 keV in order to determine the identity of heavier elements. 3) Polarizing optics are required on the detector as the significantly lower detection limits achieved - for effectively analyzing elements of environmental importance and precious metals found in automotive catalysts - are essential. 4) Compton scattering for matrix correction is required as NEIC needs a level of matrix correction which is only achievable via multiple Compton peaks. No solicitation or Request For Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the EPA requirements described herein may submit a response; which, if received by the closing date of this announcement, will be considered. Responses to this announcement must be in writing. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
