Description
The Military Sealift Command (MSC) intends to solicit the following services: The services to be furnished include operation of two vessels and related maintenance services in support of Naval activities at the Naval Surface Warfare Center (NSWC) in Panama City, FL. Services shall be provided on a "turn-key" basis with the Contractor providing all necessary management expertise, personnel, supplies, tools, equipment, and vehicles (unless specified in this contract as Government furnished equipment). Services shall normally be rendered in the Gulf of Mexico and Caribbean Sea with occasional deployment to the West Coast. The Government may require services in other geographic areas or temporary docking at other Government and commercial ports, both domestic and foreign. Operation Scenarios: Full Operating Status (FOS), Daily Operations Underway. In general, the platforms will operate out of Naval Support Activity (NSA), Panama City, Florida on a daily basis, returning to port each night. Minimum manning for Daily Operations Underway is five (5) personnel. This consists of a Master, Mate, Chief Engineer, Assistant Engineer, and Ordinary Seaman. FOS, Pierside. The ATHENA vessels will be tied up at NSA, Panama City, FL. The vessels will be maintained in a condition that renders them fully operational within six (6) hours of notification. No user services will be required and underway operation will be required only in the event of an emergency or severe weather. FOS, Extended Operations. Extended operations will be twenty-four (24) hours per day at sea operations. This can include weekends and holidays. It is the responsibility of the Contractor to determine the crew manning to safely operate the vessels. Repair Availability Status (RAV). These are periods of time when the vessels are in a Government approved overhaul period. At a minimum, the Contractor shall provide the Chief Engineer full time during Repair Availabilities. It is the Contractor's responsibility to determine if additional crew are required during availability periods; no additional reimbursement will be provided for any additional crew. The Contractor's performance shall be in full compliance with all applicable international conventions and all applicable laws, regulations, and other requirements of the United States including all applicable State, local, Navy, Department of Defense (DoD), and United States Coast Guard (USCG) regulations. Specifics are as follows: 1. PORT: Panama City, FL and adjacent waters 2. CONTRACT STYLE: Firm Fixed Price 3. DELIVERY DATE: 01 October 2011, one firm period with 4 one-year options
