- Description
- The Naval Air Warfare Center, Lakehurst, New Jersey (NAWCADLKE) requires two units of the AN/ARC-243 High Frequency Radio. These units are required to support the planned modification of the P-3C 2F179A Tactical Operational Readiness Trainer devices used to provide readiness level training to United States Navy (USN) aircrew personnel of P-3/EP-3 aircraft. Without these RSC units, manufactured by Rockwell Collins, the 2F179A TORT devices will not possess a readiness level training capability to instruct USN personnel on the operational use and proficiency of the ARC-243 HF Radio System. Rockwell Collins is the only known source for the AN/ARC-243 High Frequency Radio currently in use in P-3/EP-3 Aircraft. Rockwell Collins owns all the technical data rights and is the Original Equipment Manufacturer (OEM) of the AN/ARC-243 HF Radio. This requirement will be procured via a modification under contract N68335-10-D-0024 and will be solicited for other than full and open competition in accordance with Federal Acquisition Regulations (FAR) 6.302-1, '...only one responsible source.' All responsible sources may submit a capability statement by the closing time of this synopsis that will be technically evaluated to determine eligibility for submission of proposals. Capability Statements shall include the following information: (1) documentation that all contractor employees possess at a minimum a security clearance classification of secret, (2) demonstrate the ability to build the An/ARC-243 Radio Set Control Units (3) prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organizations supported, indication of whether a prime or a subcontractor, contract values, Government Point of Contact with current telephone number, a brief description of how the contract reference relates to the effort described herein: (4) company profile to include number of employees, annual revenue history, office location(s) and Data Universal Numbering System (DUNS) number; (5) resources available such as corporate management, currently employed personnel to be assigned tasks under this effort, and manufacturing capacity and capability. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See Note 22.
