- This is combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is 1899223 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46. This is a small business set-aside. Delivery and acceptance will be at Baltimore, Maryland. The National Institute on Drug Abuse on behalf of the National Institute of Aging has a requirement to provide the Healthy Aging in Neighborhoods of Diversity across Life Span (HANDLS) study with nutritious meals for volunteers ages ranging from 30-64, who are participating in the HANDLS study. The requirement has the following requirements: 1) A caterer who is able to supply high quality, nutritious meals on a consistent basis, 2) A caterer has the flexibility to supply as many or few meals as is dictated by the number of volunteers who arrive for testing daily, 3) Provide an hot breakfast (breakfast sandwich, coffee, tea), 4)Provide an cold lunch (sandwich or wrap, beverage, snack), 5) Provide meals during the hours of 7:30 a.m.-3:30 pm, 6) Provide meals on holidays and 6) Made fresh each morning and then boxed for delivery. Participants are requested to fast from 12 midnight the night before their visit, until around 9 am after their blood is drawn. The period of performance is April 1, 2011 through March 31, 2012 with 2 additional option years. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provisions at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to provide specific meals (e.g. Kosher and Vegetarian), (2) Ability to deliver in numbers and within specification and (3) Past Performance. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions Commercial Item, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, applies to this acquisition. The quotations are due December 23, 2010 3:00PM EST and will be submitted hard copy or electronically to Jasmine Snoddy, Contract Specialist, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
