- The Department of Health and Human Services (DHHS), Program Support Center, Division of Acquisition Management, intends to issue a Request for Proposal (RFP) on behalf of the DHHS, Office of Secretary, Assistant Secretary for Preparedness and Response (ASPR), Office of Preparedness and Emergency Operations (OPEO), National Disaster Medical Systems (NDMS). The objective of the acquisition will be to provide mass and individual decontamination of victims within the National Capital Region contaminated by chemical, biological, or radiological agents; provide medical care and/or stabilization for these victims; assist in triage and treatment before and after decontamination; provide technical assistance to local EMS officials; and, pre-deploy when directed, as a result of a credible or potential terrorist threat. The purpose of the acquisition will be twofold: (1) Provide qualified, competent personnel in support of ASPR/OPEO response requirements under the National Response Framework (NRF) for weapons of mass destruction (WMD) incidents. This will include preparations for incidents subject to potential WMD attacks, such as National Special Security Events (NSSE). This contract will require an organization to maintain a condition of high operational readiness and identifies key areas for organizational personnel to focus their preparedness efforts. (2) Obtain services of the qualified organization in response to actual or potential WMD incidents occurring within the National Capital Region, including National Special Security Events. When in receipt of an Activation Order from HHS, and directed by the Contracting Officer, the qualified organization shall pre-stage or deploy personnel and material for immediate use in responding to a WMD incident or other incident requiring patient decontamination services within the NCR. The anticipated release date of the Request for Proposal (RFP) is December 21, 2010. Responses to the RFP will be due within 28 calendar days following the actual date of issuance of the RFP. The anticipated award date is February 1, 2011. This requirement will not be a small business set aside; however, small businesses are encouraged to apply. The North American Industrial Classification System (NAICS) code is 624230, with a small business set-aside of $7 million. This acquisition shall be an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The period of performance shall be one year with 4 one-year options.
