- The U.S. Department of Commerce, Bureau of Census intends to negotiate on a sole source basis with Rajendra Singh. This requirement is being advertised under Other Than Full and Open Competition by the authority of the Federal Acquisition Regulation Part 6, Subparts 6.301 and 6.302. The contractor who will provide expert advice and assistance required by the Technical Assistance and Capacity Building Branch for assisting the Kenya National Bureau of Statistics (KNBS) with producing and analyzing the results of the post-enumeration survey for their 2009 Population and Housing Census. The Technical Assistance and Capacity Building Branch of the Population Division is responsible for managing and conducting technical assistance projects related to the development of censuses, surveys, and information systems. The branch provides support in the implementation of materials design (e.g., questionnaires and manuals), data collection and fieldwork activities, sampling and statistical methods, data processing, data analysis, data dissemination, cartography, and geographic information systems. The Technical Assistance and Capacity Building Branch supports the planning, coordination, and implementation of information systems to provide sponsors and counterpart organizations with data for informed decision making and policy formulation-and as the basis for statistical capacity building within developing countries. Work is generally conducted under reimbursable agreements with other U.S. Government agencies, various bureaus or field missions of the U.S. Agency for International Development, international agencies, or foreign governments. The branch identifies, plans, negotiates, and manages these reimbursable agreements; and provides advice, consultation, research, and analytical services to those organizations when requested. The period of performance will be from Date of Award through eight months. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing and other information that demonstrates their ability to meet the Census Bureau's needs. Detailed capabilities must be submitted electronically, via email to Tanisha Contee of the U.S. Census Bureau, Acquisition Division. This notice is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to Mr. Rajendra Singh without further notice.
