Description
THIS IS A SOURCES SOUGHT NOTICE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. PLEASE DO NOT SUBMIT A REQUEST FOR SOLICITATION. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Broadcasting Board of Governors (BBG), Office of Contracts (CON) located in Washington, D.C. is conducting a market survey to determine the existence of sources having the capability of providing cell phone messaging services into the borders of closed societies that have placed severe restrictions on the use of internet and cell phone technology. It is anticipated that in a future solicitation a selected Contractor will be responsible for providing necessary items (i.e., licenses, permit, labor, supervision, equipment, etc.) needed to provide directed cell phone messaging services into the borders of closed societies. The services at a minimum will include at least the following: 1. Web based application for management of subscriber data base, 2. On-demand transmission of bulk messaging to include unlimited number of recipients, 3. Message templates for preparing messages, 4. Scheduling message transmissions, 5. Recipient lists for uploading, 6. Inbox for receiving replies to messages sent by BBG, 7. Multiple user accounts with financial controls, 8. Automated managed subscriber opt-in/opt-out capability. The period of performance is expected to be one (1) year. It is anticipated that the contract type will be firm-fixed -price (FFP). Interested sources must identify their business size (i.e., small, large, etc.) sand submit a comprehensive written "Capabilities Statement" that provides, at a minimum, the following: 1. Evidence that broadcast cell phone messaging services can be successfully delivered into the borders of closed societies, including, if available, examples of the Contractor's successful demonstrated ability to provide such services, 2. Comprehensive description of services available, including a statement of compliance with the above stated features, 3. Contractor's customer point-of-contacts: name, title, current address, city, state, country, email and telephone number. Interested parties are encouraged to submit improvements over the current commercially-available means of communicating by cell phone messaging services into closed societies. This market survey is for informational and planning purposes only and does not constitute a request for proposal and is not considered a commitment by the Government. Please note that based on the results of this market survey, BBG may limit any future procurement actions only to those sources who provided a responsive submission to this notice. If determined to be in the best interest of the Government, interested sources found to be responsive to this Notice may be requested to provide additional information. Those who respond to this Notice will be notified whether their written "Capabilities Statement," as verified by the BBG, is responsive to this Notice. The Government will not provide any compensation for responding or submitting information or follow-up documentation to this Notice. In addition, any future requirement for the above services may be subject to the availability of funding. Those interested in this Sources Sought Notice should submit a "Capabilities Statement." The "Capabilities Statement" shall clearly describe the Contractor's ability to meet the stated requirement and provide the appropriate documentation describing the Contractor's experience and company. "Capabilities Statements" should be submitted to Karen Harper, Contract Specialist, Broadcasting Board of Governors, Office of Contracts, 330 C Street, SW., Room 4300, Washington, DC 20237 by 1:00 pm, Eastern Standard Time (EST), on Friday, January 14, 2011. Telephone, email or facsimile or oral responses are NOT acceptable and will NOT be considered. Any questions regarding this Notice shall be in writing and submitted to Karen Harper, Contract Specialist, by facsimile at (202) 382-7870 or e-mail to kharper@bbg.gov. Any determination to compete or not to compete, and any subsequent procurement will be based on responses to this Source Sought Notice, and is solely within the discretion of the Government. This notice is not a RFP, IFB or RFQ.
