- Request for Proposal The contractor shall carry out a series of consultancies in support of USAID/Tanzania's Office of Agriculture and Food Security for the implementation of the Feed the Future Initiative with the goal of increasing agricultural growth and improving food security. The consultancies will be across an array of agricultural and economic growth activities and will consist of studies, sector analysis, evaluations and impact assessments, activity designs, and management support. The contractor must show the ability to respond quickly to a specific task order and carry out the work in a satisfactory manner. Activities to be included under this BPA: Program Analysis: The array of ongoing and potentially new program components will require additional analyses of important sector issues and testing of hypotheses for further program and activity development. Strategy Development and Planning: Strategic development and planning will be an ongoing concern and requirement for the FtF to effectively assess sector trends and seize development opportunities. Activity Design: There will be a continual need for innovative activity designs in several important areas of FtF concerns such climate change, support to women in development, innovative ways to help the poor, and agricultural finance. Periodic and targeted M&E functions may be required as necessary, but this award is not intended to the FtF M&E mechanism. Training and Workshops: Capacity building and the strengthening of agricultural sector institutions will be crucial to the long-term sustainability of all sector interventions. Mapping FtF Activities: Prepare and continuously update GIS maps to show the location of existing and planned FtF activities such as irrigation schemes, rural roads, farmer groups, warehouses, markets, transport corridors, out-growers hubs, etc. Partnerships: Promoting public-private sector partnerships for agricultural investments will be an ongoing theme of the FtF. Donor Coordination: To effectively implement FtF and assist the Government of Tanzania in implementing the CAADP Compact to achieve maximum impact, donor coordination of sector interventions and policies will enhance the achievement of results. Management Support: Periodic assistance in project management will be required from time-to-time to keep implementation on track.
