Field Advisor / Airmobile Operations Specialist Issuance Date: 12/17/2010 Closing Date: 1/18/2011 SOLICITATION NUMBER: PSC-11-009-INL SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the attached. SOLICITATION NUMBER: PSC-11-009-INL ISSUANCE DATE: 12/17/2010 CLOSING DATE/TIME SPECIFIED 1/18/2011 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET POSITION TITLE: Field Advisor / Airmobile Operations Specialist MARKET VALUE: FS 03 / 02 (Equivalent to GS 13 / 14) PERIOD OF PERFORMANCE: One year from date awarded PLACE OF PERFORMANCE: Bogota, Colombia JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: Background: This position will be located in the Narcotics Affairs Section (NAS), U.S. Embassy Bogota, Colombia. The position will serve as a Field Advisor / Air Mobile Operations Specialist to the Colombian National Police (CNP). The incumbent will assist in the implementation of bilateral USG and Government of Colombia (GOC) projects to interdict narcotics and disrupt illegal armed groups. Purpose: The purpose of this position is to provide a Field Advisor / Air Mobile Operations Specialist to the NAS Interdiction Program. The incumbent serves as the in-country airmobile interdiction advisor to assist the NAS Interdiction Program Manager in Colombia by providing advice and implementing police programs in the field. The incumbent advises, oversees, and assists in the development, coordination, and implementation of all aspects of police airmobile narcotics interdiction plans and operations. The NAS Air Mobile Interdiction Advisor reviews, develops, implements and/or contributes to a wide variety of plans, policies, and procedures for advancing Embassy policies. The incumbent is supervised by the Interdiction Program Manager, but exercises significant latitude for independent action. Completed work is reviewed for timeliness and effectiveness. Duties and Responsibilities: a. Under the direction of the Narcotics Affairs Section (NAS), the incumbent will advise/assist NAS/INL sponsored/directed activities in support of the Colombian National Police (CNP) and Public Security counternarcotics operations. b. Advise the CNP Counter Narcotics Directorate (DIRAN) Jungla Air Mobile Interdiction Group on projects to interdict illegal narcotics and dismantle narcotics trafficking organizations. c. Advise/assist the GOC on the consolidation of security in priority zones, incorporating DIRAN programs into wider government efforts to improve law enforcement, access to justice, and economic development in priority geographic zones through engagement/coordination with the Ministry of National Defense, the military, the Ministry of Justice and Interior, and public service agencies, as well as with other U.S. Embassy Bogota elements. d. Advise the CNP on organizing training and equipping of the Jungla Air Mobile Interdiction Group; coordinate procurement and delivery of equipment; determine training requirements and coordinate training; and conduct small-scale, on-the-job training, as feasible e. Assist the CNP in leading regional training initiatives, to include the Jungla Commando International Courses and Jungla mobile training team initiatives. f. Coordinate with the NAS Communications and Weapons Advisor and the CNP on communications and intelligence systems to provide enhanced operational effectiveness. g. Advise the CNP on mission planning, to include the proper use of assets available to ensure maximum effective use of limited assets. h. Visit field sites and operational areas to ensure CNP are utilizing USG-provided training and equipment properly. i. Ensure that USG-provided commodities are effectively utilized and that there is no fraud, waste, or mismanagement in the program through continuous oversight responsibility and end-use monitoring in the operational area. j. Evaluate and advise the NAS continuously on the performance of Colombian agencies receiving NAS/INL assets and resources in order to recommend improvements to the project. k. Assist in project budget preparation and program planning. l. Provide assistance to the Counter-Drug Brigade with NAS supported activities as required. m. Brief State Department, Congressional and other visiting officials on the status of the project; assist in developing appropriate itineraries and in escorting official travelers, as directed. Minimum Qualifications: 1. Must be a U.S. citizen, and able to obtain a Department of State (DoS) security clearance and medical clearance. 2. In depth knowledge and experience as a security advisor with the U.S. Armed Forces or U.S. Civilian Agency/Corporation. 3. In-depth knowledge of military and/or police training activities. 4. Level three (3) Spanish - both written and spoken is required. (good working knowledge). 5. Should have a basic knowledge of command communications, government intelligence procedures, aircraft capabilities and maintenance, and logistics management procedures. 6. Knowledge of weapons and armament systems is desirable. 7. Proficient in Microsoft Office Suite 8. Basic knowledge of police and/or military tactical employment in a counter-narcotics operation. Evaluation Criteria: Factor 1: Offeror's experience and knowledge in developing, coordinating, organizing, and implementing support programs to foreign country. (35 points) Factor 2: Offeror's previous experience and quality of past performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.). (25 points) Factor 3: Offeror's demonstrated experience in initiating, performing oversight, and evaluating security training and logistics programs. (20 points) Factor 4: Offeror's demonstrated experience in procurement and providing logistical support. (20 points) 2. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 3.
