- THIS IS NOT A REQUEST FOR QUOTATIONS. This is a notice of intent to award a sole source purchase order. The U.S. Environmental Protection Agency (EPA) Office of Emergency Management (OEM) has a requirement for 30 secure mobile electronic personal electronic devices. General Dynamics C4 Systems Inc. has been identified as the only manufacturer/reseller of Type 1 Secure Communications Interoperability Protocol (SCIP) mobile electronic personal electronic devices approved/certified by the National Security Agency (NSA) for use by federal agencies. The Contracting Officer?s Brand Name Justification (BNJ) is available through the FedConnect system (see link below) and posted in accordance with FAR 11.105(a)(3) and 13.106-1(b)(1). EPA intends to make award to General Dynamics C4 Systems Inc., 8201 E. McDowell Road, Scottsdale, AZ 85257 for 30 Sectera GSM Wireless Secure Modules with Handsets no later than 12/22/2010. Interested parties may contact the Contracting Officer listed below by for more information. Any responses to this notice must be received no later than 2:00 p.m. ET on 12/21/2010 to be considered.
