Description
This is an announcement of a Request for Information (RFI) to assist in planning a comprehensive contract to meet the shuttle buses transportation needs of DHS Headquarters and its Components in the National Capital Region. The contractor must be capable of providing transportation needs of daily scheduled shuttle bus services over Government identified routes. The applicable NAICS Code is: 485999 - Transit and Ground Passenger Transportation. As required as required by FAR 15.209 (c), FAR Clause 52.215-3, Request for Information or Solicitation for Planning Purpose is hereby incorporated. (The clause fill-in must be completed.) REQUIREMENT - The contractor must provide all personnel, facilities, materials, supplies, vehicles, equipment, fuel, and services to perform transportation support services. Note: All contractor personnel will be subject to a DHS background investigation. 1. The vast majority of services are to be provided Monday through Friday (except Federal Holidays) from approximately 6:00 a.m. to 8:00 p.m., primarily in the Washington DC metropolitan area, which includes the District of Columbia and various counties in Maryland and Virginia within 30 miles of the I95/495 Interstate. 2. Normal business hours for DHS are considered to be 8:15 a.m. to 5:00 p.m., Monday through Friday.. The Government is not open on Federal holidays. The DHS shuttle service in the Washington DC metropolitan area currently consists of eight (8) scheduled routes but may decrease/increase with advance notice. 3. The scheduled routes are currently supported by 25-47 passenger or smaller buses. The shuttle bus transportation is provided under Labor Hour type contract. Currently scheduled services run primarily between the following 15 DHS buildings and locations (excluding Metro stations and Regan National Airport): TSA- Transportation Security Administration (HQ) TSA Systems Integration Facility (TSIF) Regan National Airport (DCA) FEMA - FEMA HQ Washington Design Center Patriots Plaza Portals III USCG- HUD/L'Enfant Plaza USCG HQ Jemal Building DHS NAC- Nebraska Avenue Complex Tenleytown Metro Station ROB/ DHS HQ Glebe Road Ronald Regan Building Vermont Avenue New York Avenue K Street 4. While this schedule is sufficient to handle current demand, periodic adjustments may be required to accommodate changes in ridership. 5. The use of shuttle services is limited to the conduct of official business. 6. Contractors will be responsible for maintaining the shuttles in working order; 7. Contractors should have enough shuttle buses to replace one or two main shuttles that may break down on a given day. 8. Contractors are required to be duly licensed to operate a shuttle transportation service. 9. Contractor drivers should be properly licensed to operate a shuttle bus. 10. Contractors should have sufficient qualified back-up drivers to cover regular driver vacations and unexpected absences. REQUEST FOR INFORMATION RESPONSE - Interested firms responding to this RFI should provide a capability package. Among other things the package should identify your firm's: a. Core services, including NAICS codes b. Corporate experience, and a listing of existing or previous contracts (with points of contact) for similar-type services. c. Type of Business (i.e., Large Business, Small Business, Veteran owned, 8(a), Woman-owned, etc.) Capability packages should be submitted via e-mail to the Contracting Officer, Johnnie Lewis-Banks at johnnie.Lewis-Banks@dhs.gov and Contract Specialist, Ronald Jean-Baptiste at Ronald.jean-baptiste@dhs.gov no later than 5:00 P.M. January 7, 2010.
