- Market SurveyM1006, 40mm Non-Lethal (NL) Sponge Grenade Cartridge 17 December 2010 The U.S. Army, Army Contracting Command, Joint Munitions and Lethality Contracting Center, on behalf of the Office of the Product Manager, Close Combat Systems and the U.S. Army Research, Development, and Engineering Command, Armament Research, Development and Engineering Center (RDECOM- ARDEC), Picatinny Arsenal, NJ are currently seeking potential sources for the manufacture, inspection, testing, and delivery of M1006, 40mm Non-Lethal (NL) Sponge Grenade Cartridges according to the Government owned technical data package and detail specification. This round is intended to delay, deter, distract, and incapacitate individuals at ranges of ten to fifty meters. The round is compatible with the M203 and M320 Grenade Launchers. The M1006 round is comprised of metal, plastic, and foam components. The manufacturing process includes but is not limited to machining plastic projectile body and cartridge case parts, machining and rubber coating foam projectile noses, machining high/low adapter metal parts,.38 caliber cartridge case priming and propellant loading and load assemble, and pack-out (LAP) of the completed rounds. The current M1006 design consists of 2 major sub-assemblies; first the cartridge case sub-assembly and second the projectile sub-assembly. The cartridge case sub-assembly is comprised of three components; the (1) propellant loaded and primed.38 caliber case, which is pressed into the (2) metal high/low adapter, which is pressed in and adhered to the (3) plastic cartridge case. The projectile sub-assembly is comprised of two components; the (1) the rubber coated foam nose, which is adhered to the (2) plastic projectile body. The two sub-assemblies are pressed together and sealed with silicone sealant. Interested parties who feel they have the necessary capabilities should respond by providing the Government the following information: (1) A brief summary of the companys capabilities, description of facilities, technical point of contact, business size (i.e. large, foreign, small disadvantage, veteran owned, woman owned, etc), and experience in manufacturing 40mm NL rounds. (2) Interested parties should provide both a minimum and maximum monthly production rates of the above described munition or any similar 40mm munitions and their associated shifts, as well as, any potential ramp up production capabilities. (3) A respondent to this survey should identify any automation that would be utilized during manufacturing, as well as, note if any manufacturing resources are shared with other item/production lines. (4) Respondents should identify any subcontractors that would be utilized in the manufacturing of the M1006 munition. (5) Respondents should also identify if they and any subcontractors being utilized are International Organization of Standards (ISO) 9002 certified or equivalent. This market survey is for information and planning purposes only, does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The Government implies no intention or opportunity to acquire funding to support current or future production efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
