Description
Market Research: Design, Fabrication and Installation of Large Woven Metal Tapestries, National Memorial, Washington, DC This is a sources sought synopsis only. This is not a request for proposals or qualifications. This notice does not represent a commitment by the government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a request for qualifications. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. The General Services Administration (GSA) is constructing a Memorial to Dwight D. Eisenhower in Washington DC. The four acre project site is located one block from the National Mall. The design features large woven metal tapestries hanging from a colonnade as memorial tribute to Eisenhower. The tapestries will contain images of Eisenhower’s life and accomplishments as the 34 th President of our nation. There are multiple tapestries planned for the project site. The largest tapestry is approximately 540’ long by 68’ tall and the smaller tapestries are approximately 110’ long and 68’ high. The tapestries must be fabricated with a means to attach to a cable structural system for support. The tapestry will be panelized at a size appropriate to the manufacturer’s capabilities. The minimum width for a panel is 6 feet, with a length to be determined. The final tapestry product and images must be dignified, and have a refinement and quality befitting a national presidential memorial. The tapestry will be a continuous woven product created on a jacquard loom using stainless steel wire. The images will be created from the woven pattern as a product of wire colors in silver and black. The images are not applied, or painted. The wire shall range between 22 gauge (.0253”) and 42 gauge (.0025”). The tapestry product will be subjected to independent durability and longevity testing for a minimum of 1000 hours as an exterior installation. The following test protocols are contemplated: 1. Wind- ASTM E 330 2. Thermal Cycling- AAMA-501.5 3. Impact/Bird Strike- ASTM E1886 4. UV- ASTM G 155 5. Acetic Acid Salt Fog- ASTM B 177 / ASTM G 85 Commercially available woven mesh products with sandblasted or painted finishes to achieve an image will not qualify for this application. Other manufacturing processes from metal, including punched metal will also not be considered appropriate for this project. A potential offeror must have the ability to: a. Provide large scale mockups for testing and for aesthetic intent evaluation b. Provide the tapestries within a 24 month schedule c. Obtain a performance bond in a minimum amount of $2M GSA is anticipating a best value, firm fixed price contract. The Government will review each response and will use the information it receives in response to this advertisement as a basis for determining whether there exists reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. This market research is being conducted under North American Industrial Classification System (NAICS) code 332618 - Other Fabricated Wire Product Manufacturing. The small business size standard for this NAICS code is 500 in number of employees. If you are an interested firm, please provide a Written Letter of Interest, company brochure or literature (if available), and a response to the following questions. All information submitted is subject to verification. Additional information may be requested to substantiate responses. 1. Is your firm capable of providing design and fabrication of such a product? If yes, please provide a description of your production capabilities, fabricating machinery, and processes. 2. Has your firm designed and fabricated a woven metal fabric with integral imagery similar to this product in both type and size? If yes, please provide two references. The Written Letter of Interest must contain the following elements, at a minimum: 1. Name and address of company (inclusive of phone and fax numbers); 2. Name of Individual within the company who will be the contact person, if the Government requires additional information; 3. Tax Identification Number, Dunn & Bradstreet No.; 4.
