Background of the Columbia River Inter-Tribal Fish Commission In 1977, four Columbia River treaty tribes including the Confederated Tribes of the Umatilla Indian Reservation, the Confederated Tribes of Warm Springs, the Nez Perce Tribe and the Confederated Tribes and Bands of the Yakama Nation, formed the Columbia River Inter-Tribal Fish Commission (CRITFC) to ensure a unified voice in the overall management of the fishery resources and to protect their reserved treaty rights through the exercise of inherent sovereign powers of the tribes. The organization conducts business through one joint decision-making body referred to as the "Commission", which is made up of the respective tribe's fish and wildlife representatives, and operates on a consensus basis. The tribe's decision making authority is based in part on reserved treaty right in the Columbia Basin, statutes, case law and derivative documents such as The Pacific Salmon Treaty, and In-Lieu Sites legislation. Coordination with each tribe's respective fisheries management helps keep CRITFC aligned with tribal programs. CRITFC is the only existing organization which represents these tribes in treaty fishery related matters and has been a cornerstone for many successes in the restoration of salmon and the protection of treaty rights. The organization employs approximately 100 employees, with its headquarters located in Portland, Oregon. It also operates a law enforcement department in Hood River, Oregon, and has satellite offices at the Haggerman Laboratory near Boise, ID and in The Dalles, Oregon. In addition to our four locations, the organization operates multiple radio tower sites and treaty access fishing sites. There are approximately 10 major radio sites and an additional 10 radio/treaty fishing access sites. CRITFC manages approximately 50 grants and contracts, which originate from a variety of sources, including the U.S. Department of Interior (Bureau of Indian Affairs), U.S. Department of Energy (Bonneville Power Administration), and the U.S. Department of Commerce(NOAA), to name a few. The organizational funding and expenditures are approximately $13,500,000. The organization operates on a calendar year, and is required to file an annual audit report. The current policy term covers the period from March 1, 2010 to March 1, 2011. The CRITFC's total asset value is approximately $10,000,000. Refer to appendix A, B & C for our current policy coverage. Scope of services The remainder of this RFP requests your response to certain questions. Please limit your responses to the specific questions. 1.Provide a brief history and description of your firm. The description should include the size (number of employees, premium volume). Based on our organization, indicate how many clients of similar size and scope your company works with along with areas of specialization and other relevant information. 2.Provide the names and experience of each individual who would be assigned to work on the CRITFC account. Include experience working with tribal accounts if applicable. 3.Provide names and contact information for at least three references of similar size and scope. 4.Describe your process of soliciting and analyzing the insurance proposals from various insurance carriers and your ability to verify the reasonableness of the price for the coverage provided and your ability to negotiate changes for the benefit of our organization. 5.Provide a complete list of services you contemplate providing to CRITFC which will be included in your compensation. Describe your firms plans to be compensated (fees or commissions) and how these amounts are calculated, including a comparison to industry standards. 6.Provide any additional services that will involve an additional fee. Describe your firm's ability to answer questions about and provide technical assistance with various claims, advice on claims administration procedures and assist our organization in settling complex or difficult claims with insurers. Evaluation of Proposals The CRITFC will evaluate proposals on a qualitative basis. This includes a review of the completeness of the firm's response to the RFP, timeliness of the response, costs associated with the proposal, interviews with personnel assigned to our organization, and the results of discussions with other clients. Evaluation criteria will include, but is not limited to the following, to ensure the needs of CRITFC are met: 1.The proposal's responsiveness in clearly stating an understanding of the overall needs and ability to provide ongoing insurance coverage recommendations. Ability to ensure insurance coverage's is carried by reputable and financially responsible insurers (based on insurance rating and audits of accuracy among other criteria). 2.The brokers and account teams experience and qualification level. CRITFC reserves the right to consider Indian preference in the selection process. 3.The selected firm will be expected to maintain adequate staff, manage and retain records and keep our organization appraised of changes in insurance law and insurance program options. 4.Cost effectiveness of the proposal.
