Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD2011091 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-47. The North American Industry Classification (NAICS) Code is 112990 and the business size standard is $0.75M. This solicitation is not a set aside for small business. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to procure on a sole source basis breeding services with Sigma Aldrich, 3050 Spruce Street St. Louis, MO 63103. Sigma Aldrich will breed strain of Wistar rats with gene mutation using the zinc finger nuclease technology. Standard projects include the ultimate deliverable of at least two heterozygous F1 generation animals, including at least 1 breeding pair of F1 heterozygous rats displaying loss of IL-1B gene function through ZFN mediated target gene disruption. The work will be done in phases to include:Custom Model Generation Microinjection (injection & transfer of a minimum of 100 embryos (no more than 300) into pseudo-pregnant females evidenced by technicians recordsCustom Model Generation Founder and Testing (indentify and confirmation of founder animals, as evidenced by a positive DNA sequencing mapping specific base pair mutationsCustom Rat Model, Gene Knockout Shipping of heterozygous breeding pairs. Cohorts to be divided into two shipments. This is a continuation of services that Sigma has been providing since the beginning of this project with the lab at the NIH. Animals with mutations (gene alterations, deletions and insertions) modified by this method can be made to breed true more quickly at less cost, less risk of unintended effects other methods. Only Sigma Aldrich has this zinc finger nuclease technology. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c)(1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items with its offer to this acquisition. FAR 52-212.3 can be obtained from https://www.acquisition.gov/Far/ or from http://orca.bpn.gov if registered in ORCA (Online Representation and Certifications application). An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at ORCA. If an offeror has not completed the annual representations and certifications at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. The provisions of FAR Clause 52.212-1 Instructions to Offerors Commercial Items; FAR Clause 52.212-2, Evaluation Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The clauses are available in full text at https://www.acquisition.gov/Far/. Interested vendors capable of furnishing the government with the service specified in this synopsis should submit two (2) copies of their quotation to the below address. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or by January 3, 2011 by 12:00p.m. (Noon) EST. The quotation must reference Solicitation number NICHD2011091. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
