- The Department of Veterans Affairs, VA Medical Center 5500 Armstrong Rd., Battle Creek, Michigan, 49037 Audio-Visual Auditorium-Chapel Project 655-11-116". The solicitation will be conducted in accordance with FAR Part 14 (SEALED BIDDING) and Part 36 (CONSTRUCTION) and will be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Total Set-Aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) and only bids from SDVOSB companies will be accepted. The contractor shall furnish all labor, materials, equipment, supervision, supplies, travel, etc. to perform all work under this project which consists of: DESCRIPTION: Auditorium and Chapel Audio/Visual System upgrade The intent of this project is to install audio/visual equipment in the auditorium and chapel at the Aleda E. Lutz VA Medical Center, Saginaw, Michigan to aid the hearing impaired and improved the functionality of the space. The work shall be in accordance with this specification and in conformity with the designs, layouts, and descriptions shown on the drawings. This project is intended to be installed by a systems contractor who regularly engages in the furnishing and installation of commercial and industrial Audio-Visual Communication Systems, and/or must meet the contractor qualifications as indicated in the specifications. The equipment will be installed in two separate locations as listed below. A.Auditorium: Provide and install freestanding equipment rack with lockable doors, and large enough to accommodate the following equipment provided by the contractor: Digital signal processor, amplifier, wireless receivers, Rack mount LCD monitor & Keyboard, and PC with windows XP Professional operating system (must have appropriate level of hardware to be compatible with audio/video system) DVD/VCR combo with Digital Tuner, DVD/Blu-Ray/CD disc player, cooling fans with filter panel, HDMI digital scaler/switcher, Input/Output modules, Videoconferencing codec, power sequencer with remote control, control system, Ethernet switch, uninterruptable power supply, storage drawers, and all other equipment as shown or indicated on the drawings or specifications. Provide and install Dolby 7.1 surround sound system. Provide and install video signal from the system injected into the current CATV system. The government will provide the modulator for this purpose. Provide and install wall mounted speakers, Digital signal processor, amplifier, wireless lapel microphone, wireless handheld microphone, and wired handheld microphone. Provide and install projector on a projector lift with communication cables run down to equipment rack and associated equipment. Install audio/visual input and output connectors as shown on the drawings for input of an external source, computer line drivers on front of stage, microphones and audio/video output. Provide and install 2 pan/tilt cameras for video conferencing and associated audio. Provide and install 10 inch wall mount touch screen control panel that will control all systems including lighting. Provide and install new wall sconce lighting fixtures. Replace existing low bay lighting with induction lighting fixtures. Modify existing stage podium to add a 17 touchscreen display with removable cables. Install 2 poke thrus on stage floor 1 on each side to include input/output connectors for a computer line driver, monitor, microphones, and audio/video input from a separate source.The total completed system shall include all necessary features and items of work required so that the government shall have a complete and functional audio/visual and videoconferencing system. B.Chapel: Provide and install freestanding equipment rack with lockable doors, and large enough to accommodate the following equipment provided by the contractor: Digital signal processor, amplifier, wireless receivers, Rack mount LCD monitor & Keyboard, and PC with windows XP Professional operating system (must have appropriate level of hardware to be compatible with audio/video system) DVD/VCR combo with Digital Tuner, DVD/Blu-Ray/CD disc player, cooling fans with filter panel, HDMI digital scaler/switcher, Input/Output modules, power sequencer with remote control, control system, Ethernet switch, uninterruptable power supply, storage drawers, and all other equipment as shown or indicated on the drawings or specifications. Provide and install video signal from the system injected into the current CATV system. The government will provide the modulator for this purpose. Provide and install wall and/or ceiling mounted speakers, Digital signal processor, amplifier, wireless lapel microphone, wireless handheld microphone, and wired handheld microphone. Provide and install projector on a projector lift with communication cables run down to equipment rack and associated equipment. Install audio/visual input and output connectors on wall at two separate locations for input of an external source, computer line drivers on front column and rear wall by entrance door, microphones and audio/video output. Provide and install wall mount touch screen control panel that will control all systems including lighting. Replace existing overhead lighting, fixtures to be determined. Modify existing podium to add a 17 touchscreen display with removable cables. The total completed system shall include all necessary features and items of work required so that the government shall have a complete and functional audio/visual and videoconferencing system. C.Provide all drawings, specifications, equipment selection, equipment layout, building material submittals and samples as required for this contract. D.Train VA personnel for a minimum of 4 hours training on operation and maintenance of systems. E.Raceways will be provided and installed by the contractor. F.Provide (2) copies of owners/user manuals and troubleshooting guides. G.Provide (10) copies of keys with system name and location engraved. The period of performance is 60 calendar days for the entire project. Magnitude of construction is expected to be between $100,000 and $250,000. NAICS Code for this acquisition is 238210 Electrical Contractors and Other Wiring Installation Contractors The solicitation documents including specifications and drawings will be issued on or about Jan 5, 2011 and will be posted on Federal Business Opportunities. This date is subject to change. Hard copy documents including drawings will not be available - all documents for bidding purposes will be posted at this website for download. Site visit information will be provided upon issuance of solicitation. Only one site visit is planned. Bids will be due 30 days after issuance of solicitation unless extended by amendment.
