Description
Solicitation Number: W5J9CQ-11-R-0005 Title: Military Terrain II - (Military Terrain and Hydrologic Analyses, Databases and Environmental Studies of Selected Areas II) The US Army Geospatial Center (AGC) intends to award multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) Firm Fixed Price type contracts with one base year in support of the Warfighter Geospatial Support and Production Directorate. This requirement will be satisfied using full and open competition procedures. The North American Industry Classification System Code (NAICS) for this requirement is 541370. The business size standard is $4.5M. The purpose of this acquisition is to satisfy the objective of acquiring contractor support services to produce military terrain and water resources analyses, databases and environmental studies of selected areas of the world. This information is utilized for planning at all levels of the government and DOD user community. The analysis required to complete the work will utilize map, photo, imagery, databases, and document sources- both hardcopy and digital. Topics and data to be compiled and collected include, but are not limited to: surface water, ground water, existing water supply facilities, drainage characteristics, surface materials (rock and soil configurations), transportation (roads, railroads, bridge information, airfields, ports and border crossings), landing and drop zones, vertical obstructions, surface configuration (slope, aspect and elevation), weather, vegetation, obstacles, line of sight, built-up terrain zones, and cross-country movement. The contractor is required to have a thorough knowledge of Earth Resources Data Analysis System (ERDAS) Imagine, Environment for Visualizing Images (ENVI) and Environmental Systems Research Institute (ESRI) ArcGIS software and associated modules. Experience in providing technical support with the use, development, implementation, deployment, and maintenance of TerraGo Technologies GeoPDF format and suite of tools along with Adobe Systems software and technology in support of geospatial requirements is also required. The contractor is required to have a thorough knowledge of Enterprise Geodatabase in a Structured Query Language (SQL) and Spatial Database Engine (SDE) environment. Enhancements to existing software may be required to meet database evolution. Photogrammetric mensuration techniques may be required to fully complete certain extraction metrics. Individual task orders for issue under this contract may include data classified up to SECRET. Contractors must be registered and current with the Central Contractor Registration (CCR), in order to receive a Government contract award. To register, the CCR internet address is: http://www.ccr.gov. The Request for Proposal (RFP) release date is anticipated to be on or about Monday, 10 January 2011. The solicitation will be available on the http:/fedbizopps.gov/ web site for download. The RFP will be released by the AGC CONTRACTING OFFICE, ALEXANDRIA, VA.
