- DRAFT TTS DS3 PWS Request for Information (RFI) for DEFENSE INFORMATION SYSTEMS AGENCY (DISA) Thule Tracking Station DS3 Contracting Office Address: Defense Information Systems Agency, DITCO-Scott PL8313, P.O. 2300 East Drive, Bldg 3600, Scott AFB, IL, 62225-5406 Description: Purpose : The purpose of this Request for Information (RFI) is to conduct market research and determine the interest and capability of potential sources to provide one (1) dedicated (full period) DS3 (44.736 Mbps), full duplex, symmetrical, serial communications digital circuit between Thule AB and Schriever AFB as described per attached DRAFT PWS. Information obtained in response to this RFI will be used to formulate an acquisition strategy to procure services relating to the aforementioned requirement and as described in the attached DRAFT PWS. Background: The arctic environment and equatorial location of Thule Air Base provides unique communications challenges that are unsurpassed by any other worldwide location. The average temperature in this remote location of the world is -11, with a range through out the year between minus 30 to plus 50 degrees Fahrenheit. The permafrost resulting from these temperatures make the sustainment and construction of new facilities very difficult and in many cases cost prohibitive as trenching for terrestrial lines is not possible, thawing of the permafrost by new structures must be mitigated, and the construction season is about 3 months long. Additionally, Thule AB is locked in by ice nine months out of the year with sustained seasons of night and day. From February through November, the sky transitions from normal day/night cycles, to a full 24 hours of sunlight, and back through day/night cycles until we have 24 hours a day of darkness. This total darkness lasts from late November until late January. The dark season is also the coldest time of year, and coincides with storm season, which runs 15 September through 15 May. Transportation and logistics poses additional challenges. Each summer a ship breaks up the ice in North Star Bay and clears the way for the cargo ships to bring in the annual resupply during the port season. The bay is frozen again by mid-October. The delivery and movement of goods, and material are inhibited by both the narrow window of opportunity during the year as well as the finite means of transportation to such a remote location such as Thule AB. This RFI is requesting responses to the following criteria ONLY from businesses that can provide the required services as described per attached DRAFT PWS under the North American Industry Classification System (NAICS) Code 541710 1) Capability Statement- Capability statement which reflects similar work that has been performed in the past five years as well as experience and competency in domestic and international shipping of information technology equipment through US, Danish, and Greenland Customs. The capability statement should be limited to no more than five (5) pages (including all attachments, charts, etc). (5 Page Limit) 2) Space Segment Coverage Map-a) Provide geographic map that shows your company's capability of providing commercial satellite connectivity to Thule AB and Schriever AFB.: b) outline of proposed technical and circuit transition approaches to meeting the requirement; c) description of proposed satellite constellation and communications architecture (hardware, software, and firmware) to include pictures, brochures, etc. of your company's earth station, antenna model and type, ancillary equipment, satellite type, celestial location(s), and unused transponder capacity. (5 Page Limit) 3) Technical Approach to Addressing Orbital Mechanics and Environmental Constraints- a) Provide outline of action plan your company will employ to overcome the physical attributes and limitations of Thule's geographic location in terms of mitigating the effects of gravity's influences, atmospheric drag and thrust and their effect on providing uninterrupted satellite communications service at Thule AB and Schriever AFB. (5 Page Limit) 4) Earth Terminal Construction- a) Outline a construction plan (including material shipping, storage, and staging) your company will use to erect satellite earth stations at Thule AB and Schriever AFB; plan should reflect the soonest possible delivery of service. (5 Page Limit) 5) Host Nation and Satellite Frequencies Approval- a) Request information which reflects similar satellite communications service provided by your company in Greenland; b) demonstrate that your company has host nation approval to operate satellite systems (earth stations/terminals, antennas, etc.) and applicable frequency approval by the Danish Government to operate in Greenland. (5 Page Limit) Responses: Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience. It is imperative that business concerns responding to this RFI articulate their capabilities clearly and adequately. Responses to this RFI are to be submitted by e-mail to n oah.vasquez@disa.mil and RECEIVED on or before Monday, 3 January 2011, 3:00PM Central Time. Responses must be single-spaced, Times New Roman, 12 point font, with one inch margins, compatible with MS Office Word 2003, and shall not exceed 5 pages per item listed above.
