- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. Solicitation N00421-11-T-0066 is being issued as a Request for Quotation (RFQ). Offerors must be registered in the Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any DOD contract. This may be accomplished electronically at http://www.ccr.gov/vendor.cfm. The government intends to solicit on a competition bases under the authority of FAR 13.106-1. This notice is a request for competitive RFQ. All capability parties will be considered by the government for the purpose of determining a competitive procurement. The Government reserves the right to process the procurement on a sole source basis based upon review of the responses received. The Government will not pay for any information received. The firm fixed price contract line item numbers are CLIN 0001 Identify Bad SCR Modules. Failure Analysis of F/A-18 A/D SCR Modules Statement of Work A. Background AIR 4.4.5 Power & Energy Division has oversight responsibilities on the F/A-18 A/D Generator Converter Unit (GCU), aka. Generator. The Silicon Controlled Rectifier (SCR) Module is the highest failing device within the GCU. Some of the SCR Modules exhibit intermittent operational performance that is often hard to isolate and to remove from the Generator. These modules operate normally at low temperatures (approx. room temperature), fail under high temperatures (higher than 150 deg F), and will once again operate at low temperatures when allowed to cool. We shall refer to these modules as "Bad Actors". When such SCR Modules are not isolated and removed during the repair process, it negatively impacts GCU reliability. AIR 4.4.5 Power and Energy Division has identified Fifty (50) Bad Actor SCR Modules for study. AIR 4.4.5 will make supporting data, documentation, and access to test systems available to the contractor, upon request following contract award. Under this Statement of Work (SOW), the contractor shall insure the following requirements indentified below are met. B. Tasking The contractor shall possess and utilize a fully capable Failure Analysis (FA) laboratory. The contractor shall have engineers of various fields including electrical, mechanical, and material engineering available if needed for the study. The contractor shall provide services, materials, facilities and personnel necessary to perform the tasks identified. The contractor shall determine failure mechanisms and provide possible test methods to isolate such failures. A kick-off meeting shall be held at the contractor's facility. C. Deliverables The contractor shall summarize the result in a report at the conclusion of the analysis, containing all data, interpretation, conclusions, and recommendations. This report shall be provided in both hard copy and electronic copy in PDF format. D. Delivery Date The contractor shall complete effort and provide the report no later than 180 days following the award of contract. Inspection and Acceptance shall be at destination. The contractor shall extend to the Government, full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the Inspection clause, nor does it limit the Government's rights with regard to the terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract will take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule.
