- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR Part 13) with Alliant Healthcare Products, 8850 M-89 STE A, Richland, MI 49083-8558 as the only responsible source that can provide an Ultrasonic Aspirator. The system shall be indicated for use in neurosurgical procedures. The system shall be capable of ultrasonic fragmentation and removal of soft tissue, calcified tissue, or bone based on settings and tip selection but shall not fragment adjacent anhydrous tissue such as vessels or tendons. The system shall allow for simultaneous longitudinal and torsional ultrasonic vibrations when using tips designed for intracranial bone removal. The system shall be compatible with the following tips designed for use in neurosurgical procedures: a tip designed for removal of intracranial bone, a tip designed for removal of soft tissue, and a tip designed for removal of fibrous, calcified lesions that enables mechanical cutting as well as ultrasonic fragmentation. The tips shall be disposable or shall be approved to be sterilized and reprocessed. The system shall include two handpieces to connect with the ultrasonic generator. The handpieces shall be tuned to a frequency between 23 kHz and 26 kHz for removal of calcified tissue, weigh 3.5 oz or less to reduce hand fatigue during neurosurgical procedures and shall be able to be sterilized. The system shall include a torque wrench for installing and removing ultrasonic tips. The system shall also include a sterilization tray for the handpieces. The electrical requirements are 110V, 60Hz, single phase. This acquisition is being conducted under simplified acquisition procedures FAR Part 13. There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 423450. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Derek Bell at derek.bell@med.navy.mil. Statements are due not later than 4:00 PM. EST on 5 Jan 2011.
