Draft Performance Work Statement General Information: This SOURCES SOUGHT NOTICE is to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that can provide the required work outlined in the attached draft Performance Work Statement (PWS). This Sources Sought Notice is for information and planning purposes only and should not be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of this evaluation. Capability statements will not be returned and will not be accepted after the due date. This synopsis does not constitute a Request for Proposal (RFP). Description: The purpose of this announcement is to request information as to the availability of small businesses with the capability to provide Operation and Maintenance (O&M) support of the MSIX. The contractor will provide services to perform the operation, sustainment, documentation, training, and enhancement of the MSIX. The Department of Education (ED) is planning to release a Request for Proposals (RFP) on or about February 10, 2010 to continue the operation and maintenance of the MSIX. Background: ED's mission, as supported by the implementation of the No Child Left Behind Act, is to ensure equal access to education and to promote educational excellence throughout the nation. Implementation of the Migrant Student Information Exchange (MSIX) is directly relevant to ED's Strategic Plan in Goal 1, Improve Student Achievement, which is the first of three goals that support ED's mission: "The Department of Education's mission is to promote student achievement and preparation for global competitiveness by fostering educational excellence and ensuring equal access." The Office of Elementary and Secondary Education (OESE) Office of Migrant Education (OME) is responsible for administering the Migrant Education Program (MEP). The MEP is authorized under Part C of Title I of the Elementary and Secondary Education Act of 1965, as amended. ED provides grants to States to operate the MEP and provide supplemental educational services for migrant students. OME is mandated in the No Child Left Behind Act in Section 1308(b) to assist the States in developing effective methods for the electronic transfer of student records and in determining the number of migratory children in each State. OME established the Migrant Student Information Exchange (MSIX) project to accomplish this mandate. The MSIX was implemented in September 2007 and currently supports migrant records for 97% of the migrant student population with 41 states having submitted data for inclusion in MSIX. Objective: 1. This Request for Information (RFI) requests capability statements from small business vendors only with demonstrated ability to provide both: A. Technical capabilities to sustain and enhance MSIX. B. In-depth knowledge corporate business relations of the Department of Education (ED) business rules that would enable the vendor to operate and maintain MSIX to meet the core objectives of the Office of Migrant Education (OME.) This draft Performance Work Statement (PWS) is primarily a Fixed Price Performance-Based Acquisition (PBA) with mission-oriented objectives, event-driven performance measures, metrics, incentives and disincentives. 2. This RFI is to assist in a small business determination. a. The scope of the draft PWS encompasses Contractor support to provide the System Operations, Customer Support, Help Desk & Trouble Ticket Management, Asset Management, and State Support for the MSIX. b. The Contractor would be required to accomplish the following: i. Ensure the MSIX System remains fully functional and stable (e.g. bug-fixes, security upgrades, software patches), and complete all required system, hardware and software upgrades in a timely manner. ii. Interface daily with customers and other MSIX personnel to maintain a high quality of support for MSIX. Responsibilities shall include system usage training for the customers, and rapid response to all technical problems reported to the Contractor by the customers or by MSIX staff. iii. Be expected to install and maintain all MSIX hardware components and keep track of them via an automated reporting and tracking tool. iv. Perform Help Desk Support & Trouble Ticket Management tasks required to meet expected service levels and to support the end users of the MSIX v. Meet related system security requirements. vi. Support MSIX staff training initiatives nationwide. vii. Provide ongoing internet support as required. 3. The Small Business Administration (SBA) uses the North American Industry Classification System (NAICS) Codes to establish size standards on an industry by industry basis. The NAICS code for the MSIX is 541513, Computer Systems Facilities Management and Operation. The size standard for this code is based on average annual receipts of $25,000,000 for three most recent completed fiscal years. Based on the size standard established for MSIX please provide whether or not your company is small or large. If you are a small business please also indicate if you are an 8(a) or a HUBZone business. 4. Contents of Capability Statements should address the following and shall be no more than fifteen (15) pages in length using 12 Pitch Font and should include the following: 1. Corporate Qualification Information: a. Company Name, DUNS Number, Company Address, Point of Contact, Telephone Number, and e-mail Address b. Years in business c. Size/socio-economic size status (as validated via the Central Contractor Registration (CCR), d. Relevant experience, to include implementation timeframes e. Market share f. Commercial and/or government clients and contact information 2. Technical Qualifications and Experience: a. Describe your capabilities to satisfy MSIX technical and system requirements. Any experience in maintaining and troubleshooting large database systems with main server facilities and a failover site. This should include any experience with helpdesk and customer support for a nationwide database with diverse users. b. Describe your ability to sustain the current MSIX capability and provide enhancements of logical and physical data models for MSIX. Describe your methodology for analysis, data migration, validation, installation, operation, and maintenance of data structures (Oracle) that support MSIX applications. The source list may be developed based on the results of our review of your capability statement. Structure of Responses: The deadline to submit questions via e-mail in response to this RFI is December 28, 2010 at 2PM ET. Response to all questions will be posted on FBO.gov, for all potential offerors no later than January 7, 2011. The Government will not accept questions regarding this Request for Information after the due date listed above. Offerors should submit capability statements in respond to this RFI by e-mail (only) to the Contract Specialist copying the Contracting Officer by 19 January 2011, 2 PM ET.
