This is a combined synopsis/solicitation for commercial items in acordance with FAR 12.6.Proposals are being requested and solicitation R11PS30133 will be issued concurrent with this announcement. The Bureau of Reclamation has a requirement for a Riparian Bird Survey to be performed in the Lower Colorado Region. This survey will utilize the double sampling area search method to estimate population density and long-term population trends of riparian birds in the LCR MSCP planning area and in LCR MSCP habitat conservation areas. The survey is also needed to measure the habitat use of six (6) LCR MSCP covered species. To determine if it is in the Government's best interest to award this requirement to a private source or to a Federal, state or local government agency, market research is being conducted concurrently with the solicitation of this requirement. Reclamation reserves the right to award either a commercial contract or an interagency acquisition. Commercial contractors and government agencies that offer avian monitoring services are being notified and asked to consider offering. Site Visit: To assure that offerors fully understand the scope of work, the various habitats and work site conditions, Reclamation will hold a Pre-Bid Site Meeting. Interested offerors may attend at their own expense. This meeting will take place on December 9, 2010 at the Holiday Inn Express, 600 West Donlon Street Blythe, California 92225. Interested parties should meet in the conference room at the Holiday Inn at 7:30 AM for a short presentation after which they may follow in their own vehicle, Reclamation employees to several field locations where conditions are the same or similar to the survey sampling sites identified in the Statement of Work. Most of the day will be spent touring the field. The day's events should end around 5:00 PM. Should you wish to make reservations at the Holiday Inn you can do so by calling 1-800-671-2680. A single firm fixed price award is anticipated to be made in January 2011 with performance to begin in February 2011. This solicitation will have a 12 month performance base term and contain 4 options, each for a 12 month performance period. The resulting contract will be a firm fixed price award that is subject to annual wage adjustments under the Service Contract Act. The North American Industry Classification System Code (NAICS) is 541620. This solicitation is being issued on an unrestricted basis. The solicitation package will post on FBO concurrently with this announcement / synopsis on December 1, 2010. The solicitation package shall have 6 Attachments and will contain a complete description of the requirement and instructions to offerors on how to submit theiroffers.
