- Description:The United States Army Contracting Command, Joint Munitions and Lethality Contracting Center, on behalf of the Office of the Project Manager, Close Combat Systems, Picatinny Arsenal, NJ is seeking sources for the acquisition, packaging for International shipment, and storage of the Delta Scientific MP5000 Pop-Up Barrier, DSC7000 Drop-Arm Barriers & associated spare parts to sustain equipment fielded to Forward Operating Bases (FOBs) in Afghanistan. The Delta Scientific MP5000 Pop-Up Barrier shall include the following:a. The barrier shall have a 16 foot clear openingb. The barrier shall be battery operated hydraulic pump with control stationc. The barrier shall have manually resettable fusesd. The barrier shall be supplied with a trailer assembly which includes a spare tire, utility box, and Vehicle Identification Number (VIN)e. The barrier shall include a remote open/close push button station with 300 foot cable.f. The barrier shall include a 300 foot power cord.g. The barrier shall include a booster pack for 12VDC.h. The barrier shall include a cable kit (jumper cable, utility outlet connection).i. The barrier shall include a barrier turn table.j. The barrier shall be packed and shipped in a 20 ISO Shipping Container for International Shipment The Delta Scientific DSC7000 Drop-Arm Barrier shall include the following:a. The barrier shall have a 16 foot clear openingb. The barrier shall include a 5 gallon accumulatorc. The barrier shall have manually resettable fusesd. The barrier shall include easy connect for both power input and control panel connectione. The barrier shall have a 48V battery option for 110V Power Operationf. The barrier shall include a 25Amp battery charger for temperature ranges from -20F to +140Fg. The barrier shall have full rebar cage installed as part of the support beams with a sheet metal box frame to assist with pouring concreteh. The barrier shall include conduit package which includes 2 50ft runs of conduit, fittings, and gluei. The barrier shall include a remote open/close push button station with 300 foot cable.j. The barrier shall include a 300 foot power cord.k. The barrier shall be packed and shipped in a 20 ISO Shipping Container for International Shipment Interested sources should describe their ability to procure, manage, store, expedite and minimize lead times upon receipt of order for a Delta Scientific MP5000 Pop-Up Barrier, DSC7000 Drop-Arm Barrier and/or associated spare parts.Qualified sources shall provide their best delivery time for the Delta Scientific MP5000 Pop-Up Barrier, DSC7000 Drop-Arm Barrier and/or associated spare parts. A specified list of spare parts can be reviewed within the DRAFT Statement of Work (SOW) attachment to this notice. Qualified sources should have the ability to develop cost-effective packaging and consolidation of items using standard commercial practices to allow safe transport and storage from the shipping facility to International locations. Respondents shall provide details pertaining to their packaging abilities/expertise for International shipment, and previous experience. Qualified, interested sources are requested to provide a capability statement to include company name, address, telephone number, point of contact, company size (please specify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, or Service-Disabled Small Business), item nomenclature, item description, and applicable documentation/brochure/literature. This market survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The Government is not obligated to notify respondents of the results of this survey. Interested sources should submit their qualification data and requested information no later than 1700 hrs EST on 24 January 2010 by email to nick.bartolomei@us.army.mil.
