- NAVAIR NAWCAD Lakehurst intends to enter into a sole source contract with Pall Aeropower Corporation for two (2) each Backup Brake Control Module(s) (for V-22 Aircraft), Part Number V10000A011. The Back Up Brake Control Module (BUBCM) provides pressure from the accumulator to the four master brake cylinders in the absence of utility system pressure. When required, it can also supply charge pressure to the accumulator from the aircraft's motor pump. The major components consist of pilot-operated solenoid valves, the accumulator isolation valve, the motor pump isolation valve, the system relief valve, brake and pump filter assemblies, a pressure transducer and a pressure switch. This acquisition is for the procurement of (2) Depot Units Under Test (UUT's) which are required to develop software routines and organic testing capabilities using the V-22 Hydraulic Automated Test System (VHATS) Hydraulic Actuator Test Stand. VHATS enables the depot to test and isolate component faults, repair, and retest existing V-22 BUBCMs within the Fleet to ensure proper functioning. Use of these UUT's to develop VHATS software routines also facilitates V-22 Depot-level organic repair capability as mandated by U.S. Title 10 USC Subsection 24-64. These BUBCMs have been developed and are currently in use within the V-22 fleet. This acquisition is in support of the V-22 aircraft maintenance program. Pall Aeropower Corp is the original equipment manufacturer (OEM) of the Backup Brake Control Modules, and these exact components are needed as UUTs to develop VHATS software routines for fault testing. Products that are not the exact same components cannot be used or else development of these procedures would be compromised. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.) All responsible sources are encouraged to submit information, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.
